The research method is experimental research. The population of the research is the tenth grade students of Business Administration program consisting of two classes of Business Administration program; 40 students of XAP1 and 40 students of XAP2. From the population, 60 students are used as research samples. The samples are chosen by using multi-stage random sampling. Therefore, there are 30 students for experimental group and 30 students for control group. The experimental group was taught by using Simulation Method, while the control group was taught by using Process Approach. The data are the scores of students’ writing test after the students get eight times treatment for each group. The researcher analyzed the data using ANOVA (analysis of variance) and Tukey test. The research findings are: (1) Simulation Method is as effective as Process Approach to teach writing business letters for the tenth grade students at vocational high school; (2) the writing achievement of the students having high creativity is better than that of those having low creativity; and (3) there is an interaction between teaching methods and students’ creativity in learning writing business letters. For the students who have high creativity level, Simulation Method is more effective than Process Approach. For the students who have low creativity level, both Simulation Method and Process Approach have the same effect on the students’ writing skill.
