Optimalisasi penerimaan retribusi pelayanan persampahan / kebersihan dalam upaya peningkatan pendapatan asli daerah di kota Surakarta

× ABSTRACS With the applied regional autonomy, the Regional Government is provided an authority to manage any of their own regional income resources. The ability to find and develop the recources is used as the effort for the improvement of Regional Real Income. The Regional Real Income is the gathered income or fund by the Regional Goverement originated from the existed resources in the region. One of the potential regional income resource is Regional Retribution besides the other ones such are Regional Taxes, regional entrepreneurship profit and other income. The Waste/Cleaning Service Retribution is one of the Regional Retribution kind. The Waste/Cleaning Service Retribution is the payment on the waste/cleaning service specifically provided by the regional government for private and institution interests. The Waste/Cleaning Service Retribution has sufficiently big contribution to the Regional Real Income of Surakarta, therefore it necessarily a good management trial so it can be maximum. The resulted contributioan of The Waste/Cleaning Service Retribution is reaching of 2,62% in 2005, whereas in 2006 it is of 0.31% increasement. However, in 2006 The Waste/Cleaning Service Retribution income is reaching of Rp 200.112.000,- which means that the nominal is bigger than 2005’s reachment which was of Rp 132.019.850,-. The bigger resulted contribution than 2005 is becaused of in 2006 the realization of Regional Real Income increased to Rp 12.450.880.003,- from 2005, but the realization of The Waste/Cleaning Service Retribution decreased of Rp 50.030.154,-. From the result of this reseach which conducted by the author can be concluded that the realization of The Waste/Cleaning Service Retribution is rather to increase, whereas for 2006 it slinghtly decreased. The less optimum on the listing of Retribution Obligation is the one which causing the decreasement of RPP/K income, and the lack existence of societies consciousness to pay the retribution.
