The implications of the acknowledgement of teachers as a profession as stated in the Indonesian law No. 14 Year 2005 was a teacher must undergo a certification program to get educators certificate. Employment experience based certification of existing teachers will soon be over and then will be replaced with a pre-occupation teacher certification in the form of Teacher Professional Education (PPG). Collaborative Teacher Professional Education for Vocational Senior High School (PPG SMK Kolaboratif) in the Department of Technical Education and Vocational Sebelas Maret University is one of the Pre-Occupation PPG models tested by the Indonesian Directorate of Higher Education. This paper is a reflective report of the program implementation validity from the perspective of institutional legal aspects, program substance  based on the legal rule of Pre-Occupation Teacher Professional Education, and existing Vocational Senior High School competency spectrum.
