Background: A competence test has a strategic meaning because from the testing system there will be obtained a recognition in undertaking certain task or work according to the standard prevailing in then work life. The competence test through OSCA aims to measure the students’ success in three following aspects: cognitive (writing), psychomotor (skill), and affective (attitude). Psychomotor aspect used simulated patient and phantom not representing the real condition. The percentage student graduation in the competence test through OSCA is low. It makes the author feels the need for revealing the problem occurring.
Method: The study belongs to a qualitative descriptive research. The strategy employed was case study with the purposive sampling technique. Technique of collecting data employed was in-depth interview, documentation, and triangulation. Technique of analyzing data used was interactive model the process of which starts from the review of all data available.
Result: The observer’s perception on the competence test through OSCA is good, despite some obstacles. The students’ perception on the competence test through OSCA is good. The result of competence test through OCSA to 147 students consisting of 97 midwifery students and 50 special program students, the ones passing the OSCA main test are 75 students (51%) and failing are 72 students (49%). The students following the remedial test repeat 2-4 stages in average with different stage.
Conclusion: Competence test through OSCA is the good competence test, because it can explore the cognitive, psychomotor, and affective aspects simultaneously. The use of simulated patient is still poor, simulated patient is considered not representative for the true condition. Phantom used is far from the real condition, the flexibility level as well as the fragile material gives distinct difficulty.
