ABSTRAK
Dinas Perhubungan merupakan suatu organisasi yang berfungsi untuk menyelenggarkan pelayanan publik di bidang lalu lintas angkutan jalan. Salah satu program Dinas Perhubungan yaitu pengaturan angkutan barang melalui pengujian kendaraan bermotor. Tujuan penelitian yaitu terdiri dari : Tujuan operasional yaitu untuk mengetahui dan mendapatkan gambaran mengenai kinerja pelayanan berdasarkan indikator pelayanan pengujian kendaraan bermotor antara lain prosedur pelayanan, waktu pelayanan, biaya pelayanan, produk pelayanan, sarana pelayanan dan kompetensi petugas di Dinas Perhubungan Kota Surakarta. Serta tujuan fungsional yaitu penelitian ini diharapkan menjadi input yang berguna bagi peningkatan pelayanan pengujian kendaraan bermotor jenis angkutan barang di Kantor Dinas Perhubungan Kota Surakarta.
Penelitian ini merupakan penelitian deskriptif kualitatif dengan maksud untuk memperoleh gambaran yang jelas mengenai kinerja pelayanan pengujian kendaraan bermotor jenis angkutan barang Dinas Perhubungan Kota Surakarta. Teknik pengumpulan data yang digunakan wawancara, observasi, dan dokumentasi. Teknik pengambilan sampel yang digunakan adalah purposive sampling yaitu mengambil sampel orang yang benar-benar mengerti tentang permasalahan. Teknik analisis data yang digunakan adalah model interaktif dan untuk menjamin validitas data digunakan tiga komponen data yaitu data reduksi, sajian data, dan penarikan kesimpulan.
Hasil penelitian menunjukkan bahwa kinerja pelayanan pengujian kendaraan bermotor jenis angkutan barang Dinas Perhubungan Kota Surakarta termasuk dalam kategori baik, hal ini ditunjukkan oleh beberapa hal sebagai berikut : (1) Prosedur pelayanan pengujian kendaraan bermotor di Dinas Perhubungan kota Surakarta sudah berjalan baik. (2) Waktu penyelesaian petugas dalam hal ketepatan pekerjaan sudah dilakukan dengan cepat dan sesuai standar. (3) Biaya pelayanan sudah sesuai dengan peraturan yang telah ditentukan. (4) Jenis pelayanan pengujian kendaraan bermotor yang ada sudah cukup baik. (5) Sarana dan Prasarana yang disediakan sudah cukup baik dalam menunjang kinerja pelayanan. (6) kompetensi petugas di Kantor Dinas Perhubungan Kota Surakarta bagian pengujian kendaraan bermotor dalam hal pengetahuan, keterampilan, dan sikap kerja cukup baik.
ABSTRACT
A good performance of an organization has a great influence to public service that have purpose to give satisfaction to the consumers. The department of transportation is organization of Surakarta is a institution of public service in transportation that must always give maximum service for consumers especially in term of vehicle testing. The vehicle testing is very important and has impact to the land transportation that is held by the government in order to create safety, smooth, and well-ordered traffic. A good service performance from the department of transportation of Surakarta is very required by consumers in order to gain good result in the vehicle testing.
This research has two purposes that is operational and functional purpose. The operational purposes of this research are to find out and to gain the description of service performance and indicators that influence service performance as below : services procedures, time of allocation, cost of services, services product, facilities, and officer competence the department of transportation of Surakarta. While, the functional purpose is the writer hopes that this research will become useful input for the increasing the service of commercial vehicle testing in the department of transportaion of Surakarta.
This is qualitative descriptive research in order to gain the clear description of service performance of commercial vehicle testing of the department of transportation of Surakarta. The data collecting techniques are interview, observation, and documentation. The sampling technique is purposive sampling that is taking the samples of people who understand about the problems. While, data analysis technique is interactive model and for assuring the data validity, the writer used three data component that is reduction, data presentation and conclusion.
The result of this research shows that service performance of commercial vehicle testing of the department of transportation of Surakarta is in good category, it can be proven by (1) the procedure of service of vehicle testing in the department of transportation of Surakarta is running well. (2) The time allocation of officer to accomplish the task is quickly and properly. (3) The cost of service is appropriate with the rules. (4) The type of vehicle testing is good enough. (5) The facilities are good enough in supporting the service performance. (6) The officer competence in the department of transportation of Surakarta in vehicle testing section in term of knowledge, skill, and work performance is good enough. The officers have been fixed in their own work result in they can work their tas and function in order to gain the purposes.
