Strategi Dinas Perisdrustrian Perdagangan Koperasi Dan Usaha Mikro Kecil Dan Menengah (DISPERINDAG KOP & UMKM) Kabupaten Karangamyar Dalam Pengembangan Home Industri Batik Tulis

Pengembangan home industri batik tulis merupakan upaya pelestarian dan pengembangan seni-budaya nasional melalui kegiatan produktif yang bernilai ekonomis, sehingga kekayaan seni-budaya nasional tersebut dapat berkembang, dan dapat dijadikan sumber penghidupan bagi masyarakat. Penelitian ini bertujuan untuk mengetahui strategi Disperindag Kop & UMKM Kabupaten Karanganyar dalam pengembangan home industri batik tulis dan untuk mengetahui faktor pendukung strategi serta penghambatnya. Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengambilan sampel menggunakan purposive sampling. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Untuk menguji validitas data digunakan triangulasi data. Teknik analisis data menggunakan analisis interaktif, yang terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian, bahwa berdasarkan Peratuan Bupati Kabupaten Karanganyar No.2 Tahun 2009 tentang uraian tugas pokok dan fungsi jabatan struktural pada Disperindag Kop & UMKM Kabupaten Karanganyar, maka Disperindag Kop & UMKM Kabupaten Karanganyar adalah pelaksana strategi pengembangan home industri batik tulis di Kabupaten Karanganyar. Bentuk strategi yang digunakan adalah strategi kontijensi. Sebelum menerapkan strateginya, Disperindag Kop & UMKM Kabupaten Karanganyar mengidentifikasi dan menganalisis home industri batik tulis, yakni melihat kekuatan maupun kelemahan yang dimiliki oleh home industri batik tulis, serta melihat peluang dan ancaman yang akan dihadapi oleh Disperindag Kop & UMKM Kabupaten Karanganyar dalam menjalankan misinya. Sesuai dengan petunjuk dari pemerintah pusat, terdapat 3 strategi yang diterapkan oleh Disperindag Kop & UMKM Kabupaten Karanganyar dalam pengembangan home industri batik tulis yaitu : Bimbingan dan Penyuluhan, Pendidikan dan Pelatihan, Pemberian Bantuan. Dalam penerapan strategi pengembangan home industri batik tulis, terdapat faktor pendukung yaitu adanya kerjasama yang baik antara Disperindag Kop & UMKM Kabupaten Karanganyar dengan pihak pendukung yang terkait, serta hubungan yang harmonis dengan pengusaha kecil batik tulis. Ada pula faktor penghambat, seperti faktor penghambat internal dari Disperindag Kop & UMKM Kabupaten Karanganyar, Faktor penghambat ekternal dari pengusaha/pengrajin bati tulis, dan faktor penghambat pada birokrasi. The development of writing batik home industry is an effort of preserving and developing national art and culture through economic and productive activities so that the wealth of the national art and culture can grow and expand significantly and can be used as the sources of living for the community. The aim of this research was to investigate the strategy applied by the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency to develop the writing batik home industry and the factors that support as well as inhibit the application of the strategy. This research used a descriptive qualitative method. The samples of the research were taken by using a purposive sampling technique. The data of the research were gathered through observation, in-depth interview, and documentation (content analysis). The data were validated through data triangulation. The data were then analyzed by using an interactive technique of analysis comprising data reduction, data display, and conclusion drawing. The results of the analysis show that based on the Regulation of Regent of Karanganyar regenvy Number: 2, Year 2009 on Description of Main Duties and Functions of the Structural Occupation of the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency, it is the implementing office of the strategy for the development of written batik home industry in Karanganyar regency. The strategy implemented by the office is contingency strategy. Prior to the application of the strategy, the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency identifies and analyzes the existing written batik home industry in terms of strength, weakness, opportunity, and threat that it encounters in the execution of its missions. In line with the directions given by the central government, there are three strategies executed by the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency to develop the written batik home industry, namely: guidance and counseling, education and training, and technical assistance. The supporting factors to the application of the strategies are the sound cooperation between the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency and the related supporting parties and the sound relation between the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency and the small-scale written batik enterprises. Meanwhile, the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency also encounters the inhibiting factors to the execution of the strategies, which arise from the internal factor of the Office of Industry, Commerce, and Micro-and Middle-Scale Business of Karanganyar regency, the external factors of the written batik industry, and the inhibiting factors of the bureaucracy
