Implementasi kurikulum tingkat satuan pendidikan di Sekolah Menengah Pertama Aultan Agung Salaman Kabupaten Magelang

ABSTRAK
Tujuan penelitian ini adalah (1) Untuk mengetahui apakah para guru sudah menyusun RPP sesuai dengan kurikulum KTSP. (2) Untuk mengetahui pertimbangan para guru dalam memilih pendekatan dan atau metode pembelajaran. (3) Untuk mengetahui para guru menyusun alat penilaian yang mengukur keterrcapaian kompetensi. (4) Untuk mengetahui para guru melaksanakan pengajaran remedial.
Penelitian ini dilakukan pada SMP Sultan Agung Salaman Kabupaten Magelang. Penelitian dilakukan selama 4 bulan, dimulai pada bulan Maret 2009 sampai dengan bulan Juni 2009. Metode dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif yang menggunakan latar alami (natural setting). Penelitian ini implementasi kurikulum tingkat satuan pendidikan di Sekolah Menengah Pertama Sultan Agung Salaman Kabupaten Magelang.
Hasil Penelitian: (1) Guru telah menyusun RPP sesuai dengan KTSP. Penyusunan RPP di SMP Sultan Agung Salaman Magelang, dilakukan oleh guru bidang studi, guru agama, dan guru penjasorkes, dikerjakan bersama dalam sebagai kegiatan MGMP. RPP memuat: identitas, standar kompetensi, kempetensi dasar, tujuan pembelajaran, materi pembelajaran, metode/teknik pembelajaran, langkah-langkah kegiatan, sumber belajar, dan penilaian. RPP merupakan rencana kegiatan kelas yang berisi skenario tahap demi tahap tentang apa yang akan dilakukan oleh guru bersama siswanya berhubungan dengan topik yang akan dipelajari dalam durasi waktu yang telah ditentukan, (2) Pertimbangan guru dalam memilih metode pembelajaran adalah: (a) tujuan yang akan dicapai, (b) bahan yang akan diberikan, (c) waktu dan perlengkapan yang tersedia, (d) kemampuan dan banyaknya murid, (e) kemampuan guru mengajar yang dimiliki guru. (3) Untuk mengukur ketercapaian kompetensi oleh guru SMP Sultan Agung Salaman Magelang dilakukan dengan menggunakan penilaian unjukkerja, penilaian sikap, penilaian tertulis, penilaian proyek, penilaian produk, penilaian proyek, penilaian portofolio, dan penilaian diri. Alat ukur yang digunakan dalam melakukan asesmen di SMP Sultan Agung Salaman Magelang adalah dalam bentuk tes, yang belum dilakukan uji keandalan, (3) Pelaksanaan pengajaran remedial mempunyai tujuan untuk membantu siswa yang belum mencapai ketuntasan dalam indikator tertentu. Pelaksanaan pembelajaran remedial dilakukan dalam proses pembelajaran pada jam pelajaran biasa dan/atau di luar jam pelajaran biasa. Penilaian remidial dilakukan dengan cara: tes ulang, pemberian tugas tambahan, pembelajaran ulang (penjelasan-penjelasan ulang), belajar mandiri kemudian tes, belajar kelompok dengan bimbingan guru, dan belajar kelompok dengan bimbingan siswa yang telah tuntas belajarnya (tutor sebaya).

ABSTRACT
The aims of this research are to find out: (1) whether the teachers have arranged the lesson plan according to the Educational Unit Level Curriculum, (2) what judgment the teachers have in choosing a teaching and learning approach or a teaching and learning method, (3) whether the teachers have arranged assessment instrument that measures the competency accomplishment, and (4) whether the teachers have implemented remedial instruction.
This research used a descriptive method with a qualitative approach using natural setting. It was conducted at Junior Secondary School of Sultan Agung Salaman, Magelang regency for 4 months from March to June 2009.
The arrangement of the lesson plan is the early activity done by the teachers prior to the teaching and learning process. In arranging the lesson plan, the teachers assume the privilege to determine the content and competency standards. The lesson plan arranged by the teachers is a class activity plan that contains a scenario phase by phase of things that will teachers is a class activity by the teachers and their students. The plan is related to the topic of discussion which will be learnt within a given duration. The lesson plan reflects the teaching and learning objectives, media to reach the teaching and learnng objectives teaching and learning phases, and design of teaching and learning evaluation.
The judgments of the teachers to choose the teaching and learning method are as follows: (1) the expected objectives, (2) the materials to be shared, (3) the available time and equipment, (4) the ability and the number of students, and (5) the teachers’ teaching ability. All of them indicate that in choosing the teaching and learning method approach the teachers try to implement the teaching and learning effectively.
The competency accomplishment by the teachers of Junior Secondary School of Sultan Agung Salaman, Magelang regency is measured through work performance evaluation, attitude evaluation, written evaluation, project evaluation, product evaluation, portofolio evaluation, and self evaluation. By conducting evaluation, the teachers can know the learning achievement that the students have gained. The learning achievement of the students is the integration of the teaching and learning results. The teaching and learning results are obtained through examination. The main aim of the arrangement of evaluation instrument and the assessment implementation is to improve the individual performance and the school performance. The instrumen for the assessment is test of achievement. However, based on the data obtained, it is known that the instrument has not been tested in terms of its reliability and validity.
The implementation of remedial teaching assessment is done by the teachers by answering the questions, summarizing the lessons, doing the tasks, and collecting the data. The remedial assessment is done by having remedial test, assigning additional tasks, conducting repeated learning, managing independent learning, and conducting test, group learning under the guidance of the teachers, and group learning under the guidance of the students whose competency requirements have been fulfilled (peer learning).
