Aplikasi Location Quotient dan Shift Share Analysis terhadap peranan sektor pertanian di Kabupaten Bungo Provinsi Jambi

RINGKASAN Tujuan dari penelitian ini adalah untuk mengetahui peranan sektor pertanian dan sub sektor pertanian, mengetahui perubahan peranan pada sektor pertanian, dan sub sektor pertanian dan mengetahui faktor-faktor yang menyebabkan perubahan peranan sektor pertanian dan sub sektor pertanian dalam perekonomian wilayah Kabupaten Bungo. Metode penelitian yang digunakan adalah metode deskriptif, dengan menggunakan metode analisis data Location Quotient, Dynamic Location Quotient dan Shift Share. Data yang digunakan adalah data Produk Domestik Regional Bruto (PDRB) Provinsi Jambi dan Kabupaten Bungo Atas Dasar Harga Konstan 2000 tahun 2003-2007 diperoleh dari Badan Pusat Statistik (BPS) Provinsi Jambi, BPS Kabupaten Bungo dan BAPPEDA Kabupaten Bungo serta dari Dinas Pertanian Kabupaten Bungo. Hasil penelitian ini menunjukkan bahwa dalam kurun waktu tahun 2003-2007 sektor pertanian di Kabupaten Bungo mengalami perubahan peranan dari sektor basis menjadi sektor non basis di masa mendatang. Begitu juga dengan sektor perdagangan, hotel dan restoran, sektor pengangkutan dan komunikasi, sektor keuangan, persewaan dan jasa perusahaan dan sektor jasa-jasa juga mengalami perubahan peranan dari sektor basis menjadi sektor non basis di masa mendatang. Sektor pertambangan dan penggalian dan sektor listrik, gas dan air bersih mengalami perubahan peranan dari sektor non basis menjadi sektor basis di masa mendatang. Sedangkan sektor industri pengolahan tetap berperan sebagai sektor non basis dan sektor bangunan tetap berperan sebagai sektor basis baik di masa sekarang maupun di masa mendatang. Adapun sub sektor pertanian yang merupakan sub sektor basis di masa sekarang maupun di masa mendatang yaitu sub sektor peternakan dan sub sektor kehutanan. Sub sektor tanaman bahan makanan mengalami perubahan peranan dari sub sektor basis menjadi sub sektor non basis di masa mendatang. Sedangkan sub sektor perkebunan dan perikanan berubah peranannya dari sektor non basis di masa sekarang menjadi sub sektor basis di masa mendatang. Faktor penyebab terjadinya perubahan peranan pada sektor pertanian yaitu faktor struktur perekonomian. Begitu juga dengan sektor pengangkutan dan komunikasi, sektor keuangan, persewaan dan jasa perusahaan dan sektor jasa-jasa penyebab perubahan peranan juga disebabkan oleh faktor struktur perekonomian sedangkan faktor penyebab terjadinya perubahan peranan pada sektor pertambangan dan penggalian, sektor listrik, gas dan air bersih, dan sektor perdagangan, hotel dan restoran adalah faktor lokasi. Adapun faktor penyebab terjadinya perubahan peranan sub sektor tanaman bahan makanan adalah faktor struktur perekonomian sedangkan faktor penyebab terjadinya perubahan peranan sub sektor perkebunan dan sub sektor perikanan adalah faktor lokasi. SUMMARY The goal of this research to know the role of agriculture sector and sub sector of Agriculture, to know the changes of the role on agriculture sector and sub sector of agriculture in economical life of the region of Bungo Regency. Research method which used is descriptive method with analysis Location Quotient, Dynamic Location Quotient and Shift Share. Data which is used is Gross Domestic Regional Product (GDRP) in Jambi Province and Bungo Regency On The Basis Of Constant Price 2000 in the year of 2003 until 2007, acquired from Statistics Indonesia of Jambi Province, Statistics Indonesia of Bungo Regency, and also from agriculture department of Bungo Regency. The result of the research showed that in the range of the year between 2003 up to 2007 agriculture sector in Bungo Regency experienced role change from basic sector become non basic sector the future. And also with trade, hotel and restaurant sector, transport and communication sector, financial, ownership and business services sector and services sector which is also experienced role change from basic sector become non basic sector the future. The sector of mining and quarrying and electricity, gas and water supply sector experienced role change from non basic sector become basic sector the future. While the manufacturing industry sector still remains to have role as non sector basic, and construction sector is as basic sector both for recent time and for future time. As regard to sub sector of Agriculture which constitutes sub basic sector of recent time and in the future time, those are sub sector of livestock and sub sector of forestry. The sub sector of farm food crops experienced change from sub basic sector be come sub sector of non basic in the future. While sub sector of non food crops and fishery changed its role from non basic sector in recent time become sub sector of basic in the future. The cause factor of the role change on the agriculture sector is economical structure factor. And also with transport and communication sector, financial ownership and business services sector and services sector which become cause of role change which is also caused by factor of economical structure, while the cause of role change in the sector of mining and quarrying; electricity, gas and water supply sector; and trade, hotel and restaurant sector are location factor. And the cause of role changes in sub sector of farm food crops is economical structure, while the cause factor of role change on the sector of non food crops and sub sector of fishery is location factor.
