Analisis program community college dalam rangka mempersiapkan tenaga kerja siap pakai (studi kasus pada community college Universitas Sebelas Maret Surakarta tahun 2007)

ABSTRAK
Tujuan penelitian ini adalah untuk mengetahui : 1) Pelaksanaan Program
Community College dalam rangka mempersiapkan tenaga terampil siap pakai di
Universitas Sebelas Maret Surakarta. 2) Faktor-faktor apa saja yang menjadi
pendukung dan penghambat pelaksanaan Program Community College dalam
rangka mempersiapkan tenaga terampil siap pakai di Universitas Sebelas Maret
Surakarta. 3) Upaya yang dilakukan untuk mengatasi hambatan dalam
pelaksanaan Program Community College dalam rangka mempersiapkan tenaga
terampil siap pakai di Universitas Sebelas Maret Surakarta.
Bentuk penelitian yang digunakan dalam penelitian ini bersifat deskriptif
kualitatif. Sumber data yang digunakan adalah informan, lokasi atau peristiwa dan
arsip atau dokumen. Teknik sampling yang digunakan adalah purposive sampling.
Teknik pengumpulan data dilakukan dengan observasi, wawancara dan analisis
dokumen. Validitas data dengan teknik triangulasi sumber. Teknik analisis data
yang digunakan adalah teknik analisis model interaktif.
Berdasarkan hasil penelitian dapat disimpulkan bahwa 1) pelaksanaan
Program Community College dalam rangka mempersiapkan tenaga terampil siap
pakai di Universitas Sebelas Maret Surakarta meliputi beberapa tahap, yaitu
pendaftaran, seleksi, perkuliahan, On the Job Training dan penempatan. 2) Faktor
pendukung pihak Community College adalah kekurangan tenaga terampil dan
handal dalam bidang teknisi di dunia kerja; sumber daya manusia yang dimiliki
UNS yang handal dan berkualitas sehingga mereka mampu menghasilkan tenaga
terampil yang terdidik dan profesional. Faktor pendukung pihak Suzuki adalah
pihak perguruan tinggi memiliki tenaga ahli dan berpengalaman yang mampu
mengelola pendidikan teknisi yang dulu hanya dikelola PT. Indomobil Niaga
International. Faktor pendukung pihak peserta adalah peserta yang telah lulus dan

mampu menyelesaikan program Community College UNS akan bekerja di
bengkel Suzuki di seluruh Indonesia sebagai tenaga teknisi. Faktor penghambat
pihak Community College adalah peserta yang telah menyelesaikan pendidikan di
Community College UNS tidak akan mendapatkan gelar sarjana atau ahli madya;
mahalnya biaya untuk melaksanakan program karena pengadaan sarana dan
prasarana yang lengkap. Faktor penghambat pihak Suzuki adalah pihak Suzuki
harus ikut serta dalam membangun infrastruktur di Community College UNS
sehingga biaya yang dikeluarkan pihak Suzuki besar. Faktor penghambat pihak
peserta adalah biaya yang ada terbatas sehingga tidak semua sarana dan prasarana
ada; adanya biaya-biaya yang tidak terduga yang harus dikeluarkan peserta
Community College UNS. 3) Upaya yang dilakukan untuk mengatasi hambatan
pada saat pelaksanaan program Community College dalam rangka mempersiapkan
tenaga terampil siap pakai di Universitas Sebelas Maret bagi tiap pihak berbedabeda.
Pihak Community College mengatasi masalah dengan melakukan sharing
biaya dengan pihak Suzuki sehingga pihak Community College tidak terlalu besar
dalam mengeluarkan biaya. Pihak Suzuki mengatasi masalah yang terjadi dengan
cara pengadaan sarana dan prasarana penunjang dilakukan secara bertahap;
pemantapan kuliah di Training Center di Pulo Gadung Jakarta. Peserta
Community College mengatasi permasalahan dengan cara berusaha mencari ilmu
dari luar misalnya belajar dari bengkel-bengkel lain atau dari buku; meminta uang
dari orang tua masing-masing.
ABSTRACT
The aim of the research were for knowing : 1) The practice of Community
College Program in order to prepare ready to use and skilled employees at Sebelas
Maret University Surakarta. 2) Supporting and obstructing factors in the practice of the
Community College Program in order to prepare ready to use and skilled employees at
Sebelas Maret University Surakarta. 3) Efforts which were done to overcame
obstructions in the practice of Community College Program in order to prepare ready to
use and skilled employees at Sebelas Maret University Surakarta.
Research form used in this research was descriptive qualitative. Used data
resources were informant, location or event, and archive or document. Used sampling
technique was purposive sampling. Technique of collecting data were done by means of
observation, interview and document analysis. Data validation was done by means of
resources triangular technique. Used technique of data analysis was interactive analysis
model of technique.
Based of the research, it could be concluded that 1) The practice of Community
College Program in order to prepare ready to use and skilled employees at Sebelas
Maret University Surakarta was including several steps, they were registration,
selection, lecturing, on the job training and placement. 2) Supporting factors owned by
Community College were the lack of skilled and relied employees as technicians in
works; human resources owned by UNS is relied and qualified so that they can produce
skilled employees which were educated and profesional. Supporting factor owned by
Suzuki was that college had expert and experienced employees which could maintain
technician education in which had only been maintained by PT. Indomobil Niaga
International. Supporting factor owned by attendants was, that the attendants which

were graduated and completed Community College Program would work at Suzuki
workshop in all over Indonesia as technicians. Obstructing factor owned by Community
College were that the attendants passing the education at Community College UNS
wouldn’t have undergraduate degree or bachelor; the expensive cost to bring about
program since the providant of infrastructure and equipment was complete. Obstructing
factor owned by Suzuki was that Suzuki have to involve in developing infrastructure at
Community College UNS so that they should spend much more money. Obstructing
factor owned by the attendants were the limited cost so that not all of the infrastructure
and equipment were available completely; the unexpected cost which had to be paid by
the Community College UNS attendants. 3) Efforts done to overcame the problem in the
Community College Program practice in order to prepare ready to use and skilled
employees at Sebelas Maret University Surakarta was different for different subject. The
Community College overcame the problem by doing cost sharing with Suzuki so that the
Community College didn’t have to spend much more money. Suzuki overcame problem
happened by providing supporting infrastructure and equipment frequently; lecturing
adjustment at Training Center in Pulo Gadung, Jakarta. Community College attendants
overcame problem by looking for knowledge from the outside, such as from workshops
or books; asking money from their parents.
