Evaluasi kinerja dan manajemen pada simpang Kandang Sapi Kota Surakarta

ABSTRAK Simpang adalah suatu area yang kritis pada suatu jalan raya yang merupakan letak titik konflik dan tempat kemacetan karena bertemunya dua arus jalan atau lebih. Suatu jalan atau simpang akan melayani arus lalu lintas tertentu. Tingkat kinerja adalah ukuran kuantitatif yang menerangkan kondisi operasional dan fasilitas lalu lintas seperti yang dinilai oleh pembuat jalan. Untuk simpang bersinyal tingkat kinerja dinyatakan dalam panjang antrian, proporsi kendaraan terhenti di tundaan. Pada simpang Kandang Sapi terdiri dari 4 fase sinyal. Pada simpang tersebut sering terjadi kemacetan yang akan menimbulkan antrian disetiap pendekatan pada persimpangan yang terjadi pada jam-jam sibuk: pagi, siang, dan sore. Untuk menghindari kemacetan tersebut perlu dilakukan evaluasi kinerja pada simpang. Apabila penelitian menunjukkan bahwa simpang memiliki derajat kejenuhan yang mendekati angka lewat (over saturet) dari MKJI tahun 1997 sebesar 0,85 (DS > 0,85) maka diperlukan perbaikan derajat kejenuhan pada simpang tersebut. Data yang digunakan dalam laporan Tugas Akhir ini adalah hasil dari observasi langsung di lokasi penelitian yaitu di simpang empat Kandang Sapi. Sifat dari penelitian ini adalah deskriptif analitis. Deskriptif berarti pemaparan masalah- masalah yang ada dilapangan pada saat sekarang. Sedangkan analitis berarti data yang dikumpulkan mula-mula disusun, dijelaskan kemudian di analisis. Setelah dilakukan perhitungan diperoleh bahwa jumlah kapasitas di simpang empat bersinyal Kandang Sapi Surakarta untuk pendekat Utara berjumlah 1441 smp/jam, pendekat Selatan 1049 smp/jam, pendekat Timur 1387 smp/jam, dan pendekat Barat 1281 smp/jam. Kapasitas pendekat Timur pada jam puncak pagi mampu menampung arus lalu lintas, karena nilai DS untuk pendekat Timur pada jam puncak pagi 0,6796, sedangkan nilai DS untuk pendekat Timur pada siang hari dan nilai DS untuk pendekat Utara, Selatan dan Barat sudah tidak efektif lagi, kondisi arus lalu lintas sudah jenuh karena nilai DS ≥ 0,85 sesuai dengan ketentuan MKJI, 1997. Akhirnya dari sedikit kesimpulan yang dapat diutarakan penyusun diatas pada Simpang Kandang Sapi ini perlu diadakan perubahan waktu siklus, dan juga diusahakan agar diberi sangsi yang tegas bagi pelanggar lalu lintas yang melewati simpang tersebut. Di samping itu pasar oprokan yang ada disekitar simpang dipindahkan dari sekitar lokasi persimpangan untuk kenyamanan hambatan samping.
