Abstract Poverty reduction especially in cities have been implemented under Urban Poverty Reduction Program (P2KP). There are three aspects of empowerment that is known as Tridaya which includes training in economic, environmental and physical or social spheres. This study aims to describe all activities of the Urban Poverty Reduction Program and the factor of group dynamics, the characteristics of programs, support and participation of stakeholder groups to the autonomy of group. This research has been conducted in Kampung Baru village, the sub district of Medan Maimun, Medan, North Sumatra Province, from January to May 2010. The type of research is survey. The populations were community Kelompok Swadaya Masyarakat (KSM) which was joined in Badan Keswadayaan Masyarakat (BKM) consisted of 216 groups. The research samples were 68 groups of respondents by using proposionate stratified random sampling technique. The research variables included the group dynamics (X1), the characteristics of programs (X2), the support of stakeholders (X3), group participation (Y1) and the autonomy of group (Y2). Rating scale was used as the instrument of this research. Validity and reliability tests were performed on 20 groups and included research respondents. Data analysis techniques included descriptive statistics analysis to describe the research data, path analysis to predict the independent variables towards the dependent variable to determine direct and indirect effects among variables. The result showed that X1, X2 and X3 together influenced the participation of groups (Y1) at 30.6%, X1, X2, X3, and Y1 together influenced towards the autonomy of groups (Y2) at 60.3%. The direct effect was shown by the path coefficient values for X2 to Y1 = 0.413, and Y1 to Y2= 0.715 which was significant at = 0.05 and all research variables were positively correlated each other at = 0.05.
