Abstrak Penelitian ini mengkaji tentang penanganan permukiman terhadap pemenuhan kebutuhan rumah layak huni bagi masyarakat berpenghasilan rendah di Kelurahan Kadipiro melalui empat program yaitu program Sanimas, RTLH, BSP2S dan PNPM Mandiri. Rumusan masalah yang diangkat dalam penelitian yaitu Seberapa besar multiplier effect penanganan permukiman terhadap pemenuhan kebutuhan rumah layak huni bagi masyarakat berpenghasilan rendah di Kelurahan Kadipiro, Banjarsari, Surakarta. Tujuan dari penelitian yaitu mengidentifikasi pencapaian sasaran, target, pencapaian program dan menganalisis multiplier effect program penanganan permukiman terhadap kebutuhan rumah layak huni bagi masyarakat berpenghasilan rendah di Kelurahan Kadipiro, Banjarsari, Surakarta. Penelitian ini bersifat kuantitatif dengan metode deskriptif. Metode tersebut untuk mendeskripsikan secara sistematis, faktual dan akurat terhadap kondisi dan fenomena yang terjadi berdasarkan data dan informasi yang didapatkan dalam penelitian. Terdapat dua variabel dalam penelitian ini yaitu variabel target sasaran program (independen) dan variabel pencapaian program dalam aspek fisik, sosial dan ekonomi (dependen). Tahap analisis dalam penelitian ini yaitu analisis pencapaian target dengan teknik deskripsi kuantitatif, analisis pencapaian dengan teknik deskripsi kuantitatif menggunakan bantuan bagan proses dan analisis multiplier effect program dengan teknik deskripsi kuantitatif dengan pembobotan berdasarkan level dalam bagan proses. Berdasarkan hasil analisis multiplier effect implementasi program Sanimas, RTLH, BSP2S dan PNPM Mandiri di Kelurahan Kadipiro dapat disimpulkan bahwa dalam implementasinya, program yang mempunyai multiplier effect paling besar pada aspek fisik yaitu Program RTLH (63%), multiplier effect paling besar aspek sosial yaitu program BSP2S (49%), multiplier effect paling besar aspek ekonomi paling besar yaitu Program Sanimas dan BSP2S sebesar 28% dan yang tidak mempunyai multiplier effect yaitu PNPM Mandiri. iv Abstract This research relates to the adeguabe housing for low income people in Kadipiro Village through 4 of programs namely ; SANIMAS program, RTLH, BSP2S and PNPM Mandiri. The formulation is how much multiplier effect fulfilment needs of the house habitable for low income people in Kadipiro village, Banjarsari, Surakarta. The purposes of the research are to identify the achievement of objectives, targets, achievement of the program and to analyze multiplier effect of program related to provision of adeguabe housing for low income people in Kadipiro Village, Banjarsari, Surakarta. This research is a quantitative with descriptive method. The method is describis a systematic, factual and accurate to the conditions and phenomena that occur based on data and information obtained in research. There are two variables in this research program, which are the target variable (independen) and achievement of program variables of physical aspects, social and economic (dependen). Three stages of the analysis conducted in this research are, analysis of the achievement of the target with a quantitative descriptive technique. analysis of program achievements in aspects of physical, social and economic with the technique of quantitative description of the process using charts and analysis program with a multiplier effect quantitative descriptive technique using scoring based on levels in the chart of the process. This research concludes that, implementation of program has a multiplier effect mostly is physical aspects of the program RTLH (63%), most of the multiplier effect of social aspects of the program BSP2S (49%), the multiplier effect of the economic aspects of the program and BSP2S SANIMAS is 28% and there are not multiplier effect that PNPM Mandiri. *Keyword : Multiplier Effect, The House Habitable Low, Income People
