The Changes of American Foreign Policy toward Iraq Related to 11th September Attacks during the Presidency of President George W. Bush (2001-2009)

This research deals with the United States polices over another country, Iraq, after the 11 September tragedy. The changes of American foreign policy after the 11 September tragedy bring America to the new way on its international relationships. The research is limited to the policy during the governance of President George W. Bush from 2001 to 2009. The research was a library research in the form of descriptive qualitative research. It used purposive sampling method to conduct the research. The main data was from the words, phrases or statements in George W. Bush’s speeches spoken over Iraq policy during his presidency which are taken from reliable Internet web sites, http://www.whitehouse.gov. The supporting data are other pieces of information related to the policy and historical relationship between the United States and Iraq which are taken from a certain books and articles from the Internet web sites. The aim of the research is to answer the research question: “What are the changes of American foreign policies against Iraq after 11 September 2001 tragedy during the presidency of President George W. Bush from 2001-2009. In order to achieve the goal, this research employed historical approach and sociopolitical approach to conduct the analysis. The analysis leads to the conclusion that the changes President George W. Bush made in American foreign policy involves the American idea about Iraq and related to the American response to the 11 September tragedy. America tries to globalize the idea about Iraq as the base of the terrorism. The tragedy that kills many people can be said as anarchy action that assaults the human rights. Even George W. Bush declared war against the terrorism or more popular as ‘War of Terror’. Then, George W. Bush made several plans, and strategy. This strategy shows that American foreign policy becomes more aggressive and active. In this case America is in more straight position, take direct action in Iraq. The new form of policy affected the changes of relationship between Iraq and America.
