Implementasi peraturan pemerintah no. 82 tahun 2001 dan peraturan menteri kesehatan no. 416 tahun 1990 di instalasi pengelolaan air PDAM kabupaten Pacitan tahun 2011

Tujuan penelitian ini adalah (1) mengetahui implementasi Peraturan Pemerintah No. 82 Tahun 2001 di Sungai Grindulu Kabupaten Pacitan Tahun 2011 sebagai air baku PDAM secara substantif., (2) Mengetahui implementasi Peraturan Menteri Kesehatan No. 416 Tahun 1990 di Sungai Grindulu Kabupaten Pacitan Tahun 2011 sebagai air baku PDAM secara substantif. Jenis penelitian ini adalah hukum sosiologis empiris dan jika dilihat dari sifatnya termasuk dalam penelitian deskriptif kualitatif. Sumber data berasal dari data primer yang berupa sample air Sungai Grindulu dan air hasil olahan IPA serta data sekundernya berupa peraturan perundang-undangan. Teknik pengumpulan data dengan wawancara, observasi, dokumentasi dan uji laboratuorium terhadap sample air. Teknik analisis data adalah dengan membandingkan parameter hasil uji laboratorium dari sample air dengan parameter syarat sesuai PP No. 82 Tahun 2001 dan PERMENKES No. 416 Tahun 1990. Hasil penelitian : (1) implementasi PP No. 82 Tahun 2001 di IPA Kabupaten Pacitan belum diterapkan dengan baik dibuktikan dengan dilampaunya baku mutu residu tersuspensi, BOD, DO, Seng (Zn), Besi (Fe), Fecal Coliform dan Total Coliform, fosfat sebagai P, Mangan (Mn). (2) implementasi PERMENKES No.416 Tahun 1990 sudah diterapkan dengan baik, namun masih ada pelanggaran di IPA Kecamatan Pacitan yaitu dilaluinya syarat rasa dan Mangan (Mn). Berdasarkan hasil tersebut perlu dikaji ulang penggunaan air Sungai Grindulu sebagai air baku IPA PDAM yang ada di Kabupaten Pacitan, perlu dilakukan peningkatan kinerja pada IPA Kecamatan Pacitan guna memenuhi syarat air bersih yang sesuai dengan Peraturan Menteri Kesehatan No. 416 Tahun 1990, perlunya pengawasan yang rutin dan berkala dalam penggunaan air Sungai Grindulu dan terhadap air bersih hasil olahan IPA PDAM Kabupaten Pacitan agar kualitas air dari seluruh parameter tetap terjaga baik, dan perlu dibuat peraturan perundangan yang mengawsi dengan ketat tata cara pembuangan limbah yang akan dibuang ke suangai sehingga tidak mencemari sungai. The objectives of research are (1) to find out substantively the implementation of Government Regulation No.82 of 2001 in Grindulu River of Pacitan Regency in 2011 as the basic material of PDAM, and (2) to find out the implementation of Health Minister’s Regulation No. 416 of 1990 in Grindulu River of Pacitan Regency in 2011 as the basic material of PDAM. This study belongs to an empirical sociology law and viewed from its nature, it belongs to a descriptive qualitative research. The data source derived from the primary data constituting the sample of Grindulu River’s water and the processed water of IPA, and the secondary data constituting the legislations. Techniques of collecting data were interview, observation, documentation and laboratory test on the water sample. Technique of analyzing data was the comparison of laboratory test result parameter from the water sample and the conditions parameter corresponding to the Government Regulation No.82 of 2001 and Health Minister’s Regulation No. 416 of 1990. The result of research shows that: (1) the implementation of Government Regulation No.82 of 2001 in IPA of Pacitan Regency has not been applied well; it can be seen from the achievement of standard quality including suspended residual, BOD, DO, Zinc (Zn), Iron (Fe), Fecal Coliform and Total Coliform, phosphate as P, Manganese (Mn). (2) The implementation of Health Minister’s Regulation No. 416 of 1990 has been applied well but there are still violation in IPA of Pacitan Sub District that set aside the conditions of taste and Mangan (Mn). Based on the findings, there should be review on the use of Grindulu River’s water as the basic material of PDAM IPA existing in Pacitan Regency. There should be an improved performance of IPA in Pacitan Sub District to meet the clean water conditions consistent with the Health Minister’s Regulation No. 416 of 1990. There should be routinely and periodically supervision on the use of Grindulu River’s water and on the clean water as a processed product of IPA of Pacitan Regency’s PDAM in order that the quality of water is kept well for all parameters, and a legislation monitoring closely the procedure of waste disposal to the river should be made so that it will not pollute the river.
