Bandwidth management has an important role in the allocation of bandwidth. HFSC (Hierarchical Service Curve) is a queuing discipline that can handle the bandwidth settings are hierarchical. Department of Informatics at the Faculty UNS, there are no rules so that the bandwidth allocation when multiple clients are accessing the internet at the same time request will occur on the network density which causes the bandwidth to be solid and the client will feel the connection to be slow and heavy. In this thesis, bandwidth management algorithms developed using the Hierarchical Fair Service Curve on the FreeBSD operating system for the purpose of optimizing the allocation of bandwidth usage and network bandwidth usage Internet Information Department of the Faculty of Mathematics and Natural Sciences UNS. In this study, application bandwidth management can be seen from the circumstances in which each client is connected to the network guaranteed bandwidth allocation by the number of 3Kb per client in the solid state so that every client is still able to access and request packet to the internet. In addition to the administrator to perform tasks of monitoring and maintenance system, the authors build a web interface and using the cosine similarity module to provide recommendations to the system on any website that needs to be blocked and or prioritized.
