This study is aimed at: (1) describing the weaknesses of the existing Sociolinguistics teaching model, (2) developing an inquiry model for teaching Sociolinguistics, and (3) describing the effectiveness of the inquiry model. The result of this study is expected to accomplish the inquiry principles especially for teaching of Sociolinguistics in the university level. This is a research and development study which was carried out at UNISKA Kediri in the fifth semester of the academic year of 2012/2013. It is oriented on the product development in the form of teaching guideline. The interview was conducted to obtain the qualitative data, and then the data were analyzed descriptively. Meanwhile, observation, questionnaire, and document analysis were conducted to obtain the quantitative data which were then analyzed by using simple statistics formula. Firstly, the findings on the exploration study show that there were weaknesses on the existing Sociolinguistics teaching model, they are: (1) the existing model was less appropriate; (2) the existing model was less effective; (3) the existing model less support the goal of learning; (4) the existing model had less syntax; (5) the existing model was less supported by the environment; and (6) the existing model had less management system.Based on the weaknesses, the researcher proposes a suitable teaching model that is inquiry model. The chosen inquiry model shows that the model can increase the students’ abilities in solving social problems. Then, the researcher developed a prototype of the inquiry model. Before it was tried out in the field, the prototype was validated by an expert. After being tried out, the developed inquiry model is effective and ready to be applied as the Sociolinguistics teaching model in the university level. The result of the data analysis of the tryout shows some benefits of the developed inquiry model: (1) the developed inquiry model was appropriate enough; (2) the developed inquiry model was effective enough; (3) the developed inquiry model supportedenough the goal of learning; (4) the developed inquiry model had good enough syntax; (5) the developed inquiry model was supported enough by the environment; and (6) the developed inquiry model had good enough management system. Finally, it can be concluded that this developed model is effective to be applied as the Sociolinguistics teaching model since it provides improvement to all of the weaknesses of the existing teaching model found in the exploration study.
