Pengaruh Pemberian Insentif Pada Kader Gizi Terhadap Kinerja Dan Kepuasan Pengguna Posyandu Mandiri Di Kota/Kabupaten Blitar

Latar Belakang : Keberhasilan Posyandu sangat ditentukan oleh kerja keras para kader gizi yang dengan sukarela mengelola Posyandu. Banyak perdebatan apakah kader gizi harus dibayar. Pemberian insentif diharapkan dapat meningkatkan kinerja kader gizi. Namun kenyataaan di lapangan keberadaan kader gizi relatif labil karena partisipasinya bersifat sukarela sehingga tidak ada jaminan bahwa para kader gizi akan tetap menjalankan fungsinya dengan baik meskipun telah mendapat insentif. Tujuan penelitian untuk mengetahui pengaruh pemberian insentif pada kader gizi terhadap kinerja dan kepuasan pengguna Posyandu Mandiri di Kota/Kabupaten Blitar.

Metode Penelitian : Jenis penelitian ini adalah kuantitatif analitik komparatif dengan pendekatan cross sectional (potong lintang). Subjek adalah kader gizi dan pengguna Posyandu. Pemilihan sampel menggunakan teknik Proportional Quota Sampling yaitu kader gizi 40 orang per kelompok  (80 orang) dan pengguna Posyandu 40 orang per kelompok (80 orang). Analisis data yang digunakan adalah uji regresi linear berganda moderasi.  
Hasil : Hasil uji F diperoleh nilai p = 0,00, maka model regresi dapat digunakan untuk memprediksi kinerja kader gizi (Y1) atau dapat dikatakan bahwa pemberian insentif pada kader gizi (X), motivasi (Z1), sikap (Z2), dan sarana prasarana Posyandu (Z3) secara simultan berpengaruh terhadap kinerja kader gizi di Posyandu Mandiri di Kota/Kabupaten Blitar. Hasil uji parsial  ada pengaruh yang signifikan pemberian insentif  terhadap kinerja kader gizi di Posyandu Mandiri di Kota/Kabupaten Blitar  (p =0,025), diperkuat motivasi (p=0,00), sikap (p=0,015), dan sarana prasarana (p=0,146. Hasil uji F diperoleh nilai p = 0,029, maka model regresi dapat digunakan untuk memprediksi kepuasan pengguna Posyandu (Y2) atau dapat dikatakan bahwa
pemberian insentif pada kader gizi (X), motivasi (Z1), sikap (Z2), dan sarana prasarana  Posyandu (Z3) secara simultan berpengaruh terhadap kepuasan pengguna Posyandu Mandiri di Kota/Kabupaten Blitar. Hasil uji parsial ada pengaruh yang signifikan pemberian insentif pada kader gizi terhadap kepuasan pengguna Posyandu, diperkuat motivasi (p=0,035),diperlemah sikap (p=0,962), dan sarana prasarana Posyandu (p=0,056).  
Kesimpulan : Pemberian insentif kepada kader gizi berpengaruh positif terhadap  kinerjanya di Posyandu Mandiri di Kota/Kabupaten Blitar (p=0,025). Pemberian insentif kepada kader gizi berpengaruh negatif terhadap kepuasan pengguna Posyandu Mandiri di Kota/Kabupaten Blitar (p = 0,035)

Background: The Posyandu’s success is highly determined by the nutrition cadre’s hard work voluntarily managing the Posyandu. There is considerable controversy about whether or not the nutrition cadre should be waged. The incentive giving is expected to improve the performance of nutrition cadres. But, in fact, in the field the existence of nutrition cadres is relatively unstable because of their voluntary participation so that there is no guarantee that the nutrition cadre will keep undertaking its function well despite incentive receiving. The objective of research was to analyze the effect of incentive giving to nutrition cadre on performance of and customer satisfaction of Posyandu Mandiri in Blitar City/District.
Method: The type of research was an analytical observation quantitative with a cross  sectional design. The sample of research consisted of nutrition cadres and Posyandu Mandiri users (customers). The sampling technique used was Proportional Random Sampling technique, obtaining 40 respondents respectively for treatment and control groups. The data analysis used was a moderated multiple linear regression test.  
Result: The result of simultaneous test on independent and moderating variables in the first hypothesis showed p value = 0.025 meaning that there was a significant effect of incentive giving to nutrition cadres on their performance. The analysis indicated that the effect of incentive giving to nutrition cadres moderated by attitude and motivation affected significantly their performance in Posyandu Mandiri in Blitar City, while the infrastructures of Posyandu affected insignificantly the nutrition cadres’ performance in Posyandu Mandiri. The result of simultaneous test on independent and moderating variables in the second test showed probability (p = 0.035) meaning that there was a significant effect of incentive giving to nutrition cadres on customer satisfaction of Posyandu. The incentive giving to nutrition cadres moderated by attitude, motivation, and infrastructure affected significantly the Posyandu Mandiri’s customer satisfaction in Blitar City/District.
Conclusion: There was an positive effect of incentive giving to nutrition cadres on their performance in Posyandu Mandiri in Blitar City/District (p = 0.025). There was an negative effect of incentive giving to nutrition cadres on the customer satisfaction in Posyandu Mandiri in Blitar City/District (p = 0.035).
