ABSTRACT
Tujuan penelitian ini adalah mengetahui kinerja keuangan sebelum dan sesudah peralihan pajak bumi dan bangunan terhadap APBD kabupaten Sukoharjo.
Dalam Penelitian ini menggunakan metode wawancara dan pengambilan data sekunder.Wawancara dilakukan kepada staff pemerintah kabupaten Sukoharjo, sedangkan data sekunder diambil dari laporan keuangan tahun 2010 hingga tahun 2014.
Dalam penelitian ini, penulis menemukan bahwa adanya peralihan pajak PBB dan BPHTB sangat berpengaruh terhadap APBD terlebih terhadap jumlah PAD yang selalu meningkat.Namun di dalam melakukan belanja APBD lebih memprioritaskan belanja rutin daripada belanja pembangunan yang ditujukan untuk masyarakat.
Berdasarkan kesimpulan, penulis memberikan saran untuk lebih mengembangkan pendapatan daerah terlebih pajak PBB dan BPHTB dan pendapatan asli daerah yang lain, dan juga pemerintah sebaiknya lebih meningkatkan proporsi belanja untuk kepentingan masyarakat daripada kepentingan pemerintan.

ABSTRACT
The aim of this research is to know the financial performance before and after PBB-P2 and BPHTB tax revenue on the APBD of Sukoharjo Municipality.
In this research, the author use two methods which are interview and data retrieval. The interview is done to the government staff of Sukoharjo Municipality and data retrieval is done by using the financial report started from 2010 up to 2014.
From the analysis of the data, the author find that PBB-P2 and BPHTB cause a big influence to the APBD moreover to the number of PAD that continue increase. On the contrary while spending APBD, the regular budget always become the priority of the government rather than the budget which is use for the development of the people.
In the end, the author suggest that the government should increase the domestic income moreover PBB-P2 and BPHTB which are factors and other domestic income, and also the proportion of the budget of the development of the people should be higher than the budget for the government needs
