ABSTRAK
Tahun 2013 pemerintah membuat Program Percepatan dan Perluasan Perlindungan Sosial (P4S). Program Percepatan dan Perluasan Perlindungan Sosial (P4S) merupakan program yang dibuat guna melindungi Rumah Tangga miskin dan rentan terhadap permasalahan ekonomi jangka pendek yang terdiri dari program Raskin, Program Keluarga Harapan (PKH) dan Bantuan Siswa Miskin (BSM). Di dalam penyelenggaraan Program Percepatan dan Perluasan Perlindungan Sosial (P4S), pemerintah melibatkan TKSK. TKSK memiliki peran sebagai Administrator, Koordinator dan Fasilitator. Penelitian ini bertujuan untuk mengetahui efektivitas peran TKSK dalam pelaksanaan P4S di Kecamatan Pasar Kliwon Kota Surakarta.
Penelitian ini menggunakan pendekatan penelitian deskriptif kualitatif.Informan ditentukan berdasarkan teknik purposive sampling. Sumber data yang digunakan merupakan sumber data primer dan data sekunder dengan teknik pengumpulan data menggunakan wawancara, analisis dokumen dan metode penelusuran data online. Validitas data menggunakan triangulasi data. Teknik analis data menggunakan tiga langkah, yakni reduksi data, penyajian data, penarikan kesimpulan dan verifikasi.
Hasil penelitian ini menujukkan bahwa peran TKSK dalam P4S dilihat dari 2 program yaitu Raskin dan BSM sudah cukup efektif. Peran TKSK dalam P4S juga dipengaruhi oleh beberapa faktor. Faktor pendukung yaitu TKSK memiliki peran strategis antara pemerintah dan masyarakat. Sedangkan faktor penghambatnya yaitu belum adanya fasilitas yang disediakan oleh pemerintah

ABSTRACT
In 2013 the governments create a program of accelerating and expansion of social protection (P4S). A program of accelerating and expansion of social protection (P4S) is a program that made to protect poor households and vulnerable for economic problem, consisting of Raskin, family of hope program (PKH) and assistance poor students (BSM). In the implementation of Program for the Acceleration and Expansion of Social Protection (P4S), the government involves TKSK. TKSK has a role as an administrator, coordinator and facilitator. The research and studies was to examine the effectiveness of TKSK’s role in the implementation of P4S in Pasar Kliwon District, Surakarta.
This research uses qualitative descriptive research approach. The informant is determined based on the purposive sampling technique.The data source is the source of primary data and secondary data by using data collection techniques interviews, document analysis and online data search method. The validity of the data using data triangulation. Technical analyst data using three steps, the reduction of the data, the data display, and conclusions verification.
Based on the results of research and studies , TKSK have an effective role in the Raskin program, while at the assistance poor students (BSM)., role of TKSK has not been effective. Role of TKSK in P4S also influenced by several factors. Supporting factors that TKSK has a strategic role between the government and the public. Factors not support is not available the facilities provided by the government
