ABSTRACT
Solo Eco Cultural Citycombinestwo aspects that become the potencies of Surakarta, they are green environment and culture. By this policy organize, the city government hopes there is an availability of city parks in the amountof 12,5 percent from the city area. It motivates the city government to create proportional city parks by related agency. Some supporting aspects of Solo Eco Cultural City implementation must be completely ready as well as have suitable criteria that include administrative aspects of city provider.
The research use Bardach’s administrative feasibility indicator. It helps the writer to analyze the research because it has outlines concerning with institution authority dimension, institution commitment, financial and staff capability, and organization support. The writer makes the research in Surakarta Living Space Institution, City Planning and Structure Department, Horticulture and Cleanliness Department and Solo Green Forum as a representative of the society that concerns in public green open space issues. The research uses descriptive method that is supported by qualitative data. The method is interviewing, documenting the data, observing the informers. The writer chooses them by analyzing purposive validity data that uses data and source triangulation technique. The technique of data analysis is interactive analysis model. Having analyzed the research, the writer draws conclusion as follows:
First, the authority of the policy is overlapping. The Living Space Institution and Horticulture and Cleanliness Department authority are overlap. Authority come overlap when both of them create and save the existing city parks. At commitment aspects, the commitment to create public green open space is stillresponsive because the providers feel that there is policy which forcing along they work. This condition make their point is bad. Then, for capability aspect, humanand financial resources are not ability because monitoring fund is not available. Last, organization support towards the public green open space in Surakarta is weak so that it makes a bad condition. Administrative aspects have a poor quality consequence in obstructed green open spaces availability in Surakarta.
