ABSTRAK
Permasalahan angkutan umum di Kota Surakarta pada dasarnya adalah tingkat
pelayanan yang rendah menyangkut sarana dan prasarana yang kurang memadai,
waktu tempuh yang cukup lama, rute yang saling berhimpitan antar trayek.
Angkutan kota jalur 03 dan 04 merupakan dua trayek yang mempunyai rute yang
saling berhimpitan dengan rute dari BST, dimana jalur 03 berhimpitan dengan
BST koridor 3 dan jalur 04 berhimpitan dengan BST koridor 5. Hal ini pastinya
dapat mempengaruhi jumlah penumpang dan pendapatan dari kedua trayek
tersebut. Penelitian ini dilakukan untuk mengetahui kinerja pelayanan angkutan
umum perkotaan jalur 03 dan 04 Kota Surakarta, dengan menggunakan standar
Indikator Kinerja Pelayanan Angkutan Umum menurut Departemen Perhubungan
dan Indikator Kinerja Angkutan Umum yang mengacu pada standar World Bank.
Metode penelitian ini menggunakan metode penelitian deskriptif. Indikator
peneletian ini berupa jumlah penumpang, waktu tempuh, waktu tunggu
penumpang, kecepatan, headway, load factor, availability, dan operating ratio.
Data sekunder dalam penelitian ini didapat dari Dinas Perhubungan Kota
Surakarta, berupa data pendukung yang berguna untuk memudahkan dalam
menganalisa permasalahan yang terjadi.
Hasil analisis menunjukkan bahwa kinerja angkutan umum Kota Surakarta jalur
03 dan 04 belum seluruhnya memenuhi standar indikator yang ditetapkan.
Berdasarkan standar dari Depertemen Perhubungan untuk jalur 03 indikator
headway dan kecepatan sudah memenuhi standar yang ditetapkan. Untuk jalur 04
indikator headway, kecepatan dan waktu tempuh sudah memenuhi standar.
Kemudian untuk indikator yang mengacu pada standar World Bank, jalur 03 telah
memenuhi pada indikator headway dan kecepatan. Untuk jalur 04 indikator
headway, kecepatan dan operating ratio sudah memenuhi. Indikator load factor
dan availability kedua jalur belum memenuhi standar yang ditetapkan.

ABSTRACT
The problems of public transport in Surakarta is essentially about low service
level in the infrastructure, the travel time is quite long, overlapping between the
one route and the other routes. Urban transportation track 03 and 04 are the two
that have a route which overlapping with the route of BST, which the track 03
overlapping with BST corridor 3 and track 04 overlapping with BST corridor 5. It
certainly may affect the number of passengers and income of the both track. This
research was conducted for getting the information about the service performance
of urban public transport track 03 and 04 in Surakarta area, by using the
standard Performance Indicators Services Public Transport according to
Department of Indonesian Transportation and Public Transportation
Performance Indicators which refers to the standard World Bank.
This research method using descriptive analytical research. Indicators in this
research is in the form of the number of passengers, travel time, passengers
waiting time, travel speed, headway, load factor, availability and operating ratio.
Secondary data in this research was obtained from the Transportion Department
of Surakarta city, in the form of supporting data that is useful for ease in
analyzing problems occurred.
The analysis showed that the performance of public transport in Surakarta area
track 03 and 04 are not entirely meet the standards of the specified indicators. By
the standards of the Department of Indonesian Transportation for track 03, travel
speed indicator and headway indicator have meet the standards. For track 04,
headway indicator, travel speed indicator and travel time indicator have meet the
standards. Then for the indicators refers to the standard World Bank, track 03
have meet the indicator of headway and travel speed. For track 04, headway
indicator, travel speed indicator and operating ratio indicator have meet the
standards. Availability and load factors indicators from the both track are not
meet the standards.
