The goals of this research are, (1)to identify the effectiveness of implementation of Problem-Based Learning that improves students’ speaking fluency, (2) and to find outto what extent the Problem-Based Learning improve students’ speaking fluency. The writer adopted Action Research which requires four steps, namely planning, acting, observing, and reflecting. All the steps of Problem-Based Learning were implemented completely during the research. The participants of the study were the eight year students of SMP Kristen 4 Monginsidi Surakarta which consisted of 21students. The techniques of the data collection were observation, interview, photograph, pre-test,and post-test. In analyzing data the writer used (1) constant comparative technique by Burns (1999) for qualitative data, (2) descriptive statistic technique for quantitative data. The Problem-Based Learning would be effective when some conditions are fulfilled namely 1) group works are used, 2) individual task should be given to each member of the group before they do the group work, and 3) the problem should be appropriate to the level of the students. In addition, the writer found out that the students’ speaking fluency improved due to effective implementation of PBL. It was shown clearly by the improvement of the students’ score of the pre-test compared to the students’ score of the post-test.
