The research aims 1) to describe the implementation of school management in the attempt to improve the quality of learning. Which includes (a) teaching- learning program and curriculum management, (b) teaching personnel management, (c) pupil manajement, (d) budgeting and expence management, (e) educations infrastructure management, (f) school- community relation management, (g) special service management ; (2) to find out attempts that have been made to improve the quality of teaching and learning process, and (3) to find out obstacles in the implementation of school management and efforts that have been made to overcome the obstacles . The researgh amploys a descriptive- qualitative method. The techniques of data collection used in this research are in-depth interviewing , partipatory observation and document analysis. The informants for the study were selected using purposive and snowball sampling techniques. The reseach data were triangulated to ensure their vality and the data were analyzed using an interactive data analysis technique. The findings of the research suggest that 1) a fostering program needs to be carried out periodically and routinely, and controlling volume needs to improved. 2) human resources needs to be improved quantitatively and qualitatively, 3) the provision of incentive should be encouraged. and 4) teachers and other teaching personnels’ awareness needs to be improve comprehensively and the reward and punishment system to subordinates needs to be implemented.
