This study aims to analyze the current process of implementing government activities in the City of Dili which is faced with problems regarding the low number and quality of existing human resources. This is proven based on data from the Regional Government of the City of Dili showing that of the 394 existing government employees, there are 137 government employees or the equivalent of 35% who have no educational background. This of course greatly influences the quality of service to the community in the City of Dili. Therefore this research is intended to find out how the human resource development strategy is to improve the quality of publik services in the city of Dili by using the theory according to John (1928) in Sarwono (1993). This research method uses a qualitative method, where sources are selected based on a purposive sampling method. Interviews were conducted with 4 government employees and the community, using the in-depth interview approach. The data validity technique uses the source triangulation technique. Then the data analysis technique uses interactive analysis techniques according to Miles & Huberman (1992). Based on the research results obtained, it was found that there were several aspects of the Human Resource development strategy carried out by the Regional Government of Dili City to improve the quality of human resources, namely through employee performance training, Education by providing targeted skills learning, coaching both soft skills and hard skills, Procurement of recruitment of competent employees, and changes to a better local government sistem. The recommendations that can be given specifically to the Dili City government are to realize employee development that has not been achieved as a result of the co-19 pandemic. This can be done through activities such as workshop activities that can train employees' soft skills and hard skills.
