THE SPECTRUM OF THE BUREAUCRACY AND THE ROLE OF AUTHENTIC STAKEHOLDERS IN THE EMPOWERMENT DYNAMICS OF GREEN KAMPUNG IN YOGYAKARTA PROVINCE Ambar Teguh Sulistiyani SUMMARY Every citizen has the right to housing to live and a healthy and good environment. This is guaranteed by Article 28 h paragraph 1 of the 1945 Constitution as a result of the amendment. Green village is a strategic solution to manifest the sustainability of the environment. This program was initiated by the government of DIY and it is in line with the SDGs. This program indicates that the DIY bureaucracy has a “green” perspective. The perspective of green bureaucracy in DIY varies, there are very weak, weak, sufficient, strong, and very strong. The description of this condition can be conceptualized as the “Spectrum of Bureaucracy.” Bureaucracy with a strong spectrum, can build a green village to achieve the dynamics of empowerment, so then it is interesting to be observed. The formation of the dynamics of the empowerment of the green village is inseparable from the role of stakeholders. The private sector has a “green corporate” concept and the university has a “green campus” concept. The equality of these concepts encourages both of them have a logical relationship with the dynamics of the empowerment of the green village. The research aims to: identify the dynamics of the empowerment of green villages in DIY, so that instruments and categories are found to build the right conceptualization which is equipped with the example; construct theoretical logic in the form of a green bureaucratic perspective model which is graded in accordance with the spectrum analogy as a form of green bureaucratic paradigm; analyze the authentic role of stakeholders and it consists of the private sector and universities so that they can formulate variations of non-state roles appropriately. This research was undertaken by making a demonstration of a mini green village plot and field research. The demonstration plot is intended to provide an example to the community about environmental stewardship. Field research used the main approach of positivism and a phenomenological approach as a complement. The survey method was conducted using a questionnaire instrument which was distributed offline and online, to a sample of 202 green village members and administrators from 45 green villages in DIY. The research variables cover the exogenous variables of the Green Village Empowerment Dynamics, the endogenous variables of the Bureaucratic Spectrum, the Role of Management and Private Policy, the Role of Management and Higher Education Policies, the intervention variables of the Authentic Private Role and the Authentic Role of University. Data processing and analysis used Lisrel technique. The significance of the relationship between variables can be seen that: a). The Bureaucratic Spectrum variable had a significant effect on the Green Village Empowerment Dynamics variable (t count of 7.10). b). The Bureaucratic Spectrum variable had a viii significant effect on the Authentic Role of Higher Education (t count of 3.02) variables; c). The Authentic Role of Higher Education variable had a significant effect on the Green Village Empowerment Dynamics variable (t count of 3.02); d). The Bureaucratic Spectrum Variable through the Authentic Role of Higher Education variable had a significant effect on the Green Village Empowerment Dynamics variable (t count of 4.26); whereas e). The Private Authentic Role variable did not have affect the Green Village Empowerment Dynamics variable (t count of 0.48) and f). Bureaucracy Spectrum Variable did not affect the Private Authentic Role variable (t count of -1,42). The dynamics of the empowerment of green villages in DIY tend to be moderate, so that the sustainability of the program is not optimal. This research recommends specific indicators as an evaluation guide and produces the quality category of Lampung Hijau into Non-Green Village; Beginner green village; pioneer green village; developing green village and sustainable green village. Finding of the perspective of “green” of the DIY government bureaucracy, is in the Structural bureaucratic green policy (level 1), and the Persuasive green bureaucracy (level 3), thus, it tends to be “enough”. The recommended bureaucratic spectrum is Structural bureaucratic green policy, Green instrumentalism bureaucracy, Persuasive green bureaucracy, Pioneering green bureaucracy, and Green bureaucracy representation. The authentic role of the private sector tends to be low. The category of private “green” perspective should include indifference, green un-programmed corporate assistance, green social activity corporate assistance, green community development corporate assistance and continual green community development corporate assistance. The Authentic Role of College tends to be medium. The perspective category of “green” college supposes to cover pseudo, facilitator, liaison role, mentor, and innovator.
