Background: The education sector is experiencing major challenges due to the COVID-19 pandemic. Due to Covid-19, restrictions on activities in public spaces have shifted all learning to online learning, including lectures at the Sebelas Maret University Medical Study Program. The university as a public administration entity is responsible for serving the community through the provision of the necessary facilities and infrastructure, including the provision of learning services, one of which is practicum learning which is converted to online. Online practicum is a form of technological development in the field of education that was formed during the Covid-19 pandemic, but not only during the Covid- 19 pandemic. The government's encouragement to universities to continue to innovate seemed to be answered by the existence of online practicum innovations. In the New Public Service concept, the public interest is seen as an input in order to seek the value of the common interest. The purpose of this research is to find out the factors that strengthen and need to be improved in influencing student continuity interest in using online practicum services after the Covid-19 pandemic with the basic theory of Technology Continuance Theory (TCT) which has been modified by looking at government policy factors (Government Regulation). Methods: This research is a quantitative type of causal or predictive analysis with a survey of 684 student respondents of the Sebelas Maret University medical study program who were analyzed using the Structural Equation Modeling (SEM) method using SmartPLS 3.2.9. Results: The results of the study show that there is a potential interest in the continuity of students of the medical study program provided that the factors that influence it in the model are still there. Factors that directly affect students' interest in continuity in using online practicum are Government Regulation with a p-value of 0.006 and an effect size of f-square of 0.007 in the low category (below 0.25) and Attitude with a p-value of 0.00 and an effect size of f-square 0.7 high category (above 0.5). In addition, a mediating effect was found by Perceived of Usefulness through Attitude with a p-value of 0.00 and Satisfaction through Attitude with a p-value of 0.00. The model in this study has a predictive relevance value with a Q-square value above 0. Conclusion: Study program organizers can find out an overview of input from students to achieve the value of shared interests as contained in the New Public Service concept in online practicum services. Factors that strengthen interest in the continuity of post- pandemic technology use are the existence of coercive rules or obligations and the pleasant experienced by students. Factors that need to be improved are usefulness, satisfaction, confirmation, and ease of use of technology.
