            This Study aims to find out and examine the implementation and obstacles to the Mantep Lur innovation (Recording a Marriage Can Complete Documents Launch Immediately) at the Population and Civil Office of Klaten Regency.

            This research is an empirical legal research. The nature of this research uses descriptive – qualitative. The approach in this study uses a qualitative approach. The location of this research is the Population and Civil Registration Office of Klaten Regency. Data collection techniques using indepth interviews.

            The results of this study indicate that the implementation of the Mantep Lur innovation as an effort to accelerate ownership of population documents related to newlyweds for non muslim in Klaten regency has been going quite well. This is based on the results of the authors analysis based on George Edwards theory, namely communication resources, disposition and ureaucratic structure. However, in the implementation of the Mantep Lur innovation, there were still internal obstacles, namely the internet network and power outages. Apart from that, there were also external obstacles, namely the lack of public awareness and asking the official to come to the wedding procession, therefore it is necessary to improve the population and civil registration services of the Klaten district.
