This study aims to conduct an analysis of the write-off and its legality of the Electronic Mortgage Right (HT-el) carried out by the Debtor based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 5 of 2020 concerning Electronic Integrated Mortgage Services. This research is a normative legal research, namely a research method that analyzes and examines laws and regulations both from the point of view of the hierarchy of laws and regulations and the harmonious relationship of laws and regulation. This normative legal research is carried out by examining literature (secondary data) and focusing on the system of legal norms, namely legal rules or regulations related to a legal event. The results of this research found facts that there were still manual write-offs of HT-el in Klaten Regency, as well as write-offs carried out by debtors themselves, which should have been done by creditors.
