Sebelas Maret University, Surakarta.</em></p><p><em> </em></p><p><em>Covid-19 has become a global pandemic. This has been the concern of the world community since the end of 2019. Each world leader has his own way of communicating the situation and the spread of Covid-19 in his country. Various media have also joined the problem because it is considered a dangerous thing. One of the media that participates in reporting is television media. Television in Indonesia has been quite intense in reporting about Covid-19 since January 2020. The purpose of this research is to find out the purpose of public interpretation of communication carried out by the</em><em> </em><em>government in dealing with Covid-19. In this study the author will use this type of qualitative research. Methods of data collection using observation, interviews, and documentation. Meanwhile, the informants were selected based on purposive sampling. Data analysis uses Stuart Hall's Encoding-Decoding theory, which describes three audience positions in constructing messages, dominant position, negotiation, and opposition. The results show that the audience's position in constructing messages from the Crisis Communications Conducted by the Government in dealing with Covid-19, is the main position in negotiations. In this position the audience may misinterpret some parts of the message and quite understand what is conveyed by the Government.</em></p><p> </p>
