× This research aims to know: (1) Management of rubbish which is done by Cleanness and Public gardening Service of Surakarta city as an effort to control environment pollution; and (2) Obstruction which is faced by Cleanness and Public Gardening Service of Surakarta City in managing rubbish and solution which is done. This research is descriptive research which describes condition and other phenomenon by collecting data, arranging, classifying, analyzing, and interpreting data. The techniques of collecting data which are used in this research are observation technique, interview technique, and document, the the data gained are studied, classified, and analyzed furthermore according to the goal and the issues of the research. Data analysis technique which are used in this research is qualitative data analyze technique, that is by collecting data, qualifying ,then assuming the theory which has relation to issues and finally making conclusion to determine the results. So that the activities which done are a like collecting data, then reducing it. So it is gained special data which relates to the issues which are discussing and then they are studied by using norms materially or take the content of data which are accorded to the existing rules and finally decision or verification is taken and it will be gained objective truth. Based on the result of the result and the discus, this research concluded as follows: (1) The role of DKP (Cleanness and Public Gardening Service) in managing rubbish is to reduce environment pollution level consists of the role in formulating technical policy, guiding and carrying out in transporting and managing rubbish. The role in formulating technical policy, guiding, and carrying out transporting and managing rubbish are manifestation from the policy formulation which is arranged according to mandate of omen number 22, proof (1) letter a, b and c of the regulation number 18 in the year of 2008 about managing of rubbish ; (2) The obstruction which are faced by DKP ( Cleanness and Public Gardening Service) in handling rubbish in the city of Surakarta consists of technical obstruction and non technical obstruction. Technical obstruction is like the limited human resources tools and infrastructures, and the cost. While non technical obstruction are like society`s awareness about cleanness and aspect of poorly law upholding
