This research aims to analyze the types and degrees of modulation expression and also to find the meanings and functions of modulation expression in an online law forum ‘TheLaw.com’. In conducting this study, the researcher employed the theory proposed by M.A.K. Halliday (2004). This study was descriptive qualitative research provided by Miles, Huberman, and Saldana (2014) theory. According to the findings, The Law.com contains 87 clauses that use modulation expressions. From the data analysis given, it was found that modulation has two types: obligation and inclination. Each type of modulation expression is divided into three degrees: high degree, medium degree, and low degree. The research revealed that the 87 data fall into types of Halliday’s modulation with the functions are giving suggestions, giving commands, giving an argument, asking for suggestions, giving advice, willingness, and ability. The finding also shows that a modal verb can have different meanings and functions depending on certain contexts.
