Abstrak : The objective that wanted from this research is to know the school operational assistance implementation at elementary school of Bugel 2 to the rules have been created by the governance and to find the obstructions might be found on the implementation process. This research included in formative evaluation research. Using a description research kind with a primary and secondary data which is quantitative and qualitative. On this research using a collecting data technique which is using some metode such as interview, observations, and documentation with a validity data technique calls triangulations data. The result shown that the elementary School of Bugel 2 have been implemantating the school operational assistance and obey the rules. Every step which is include socialization, implementation and monitoring process are appropriate to the rules. On the socialization process, shown there are a coordinaions between the implementator at school level and school committee. On the implementation process, the implementator at school level also obey the rules. Its shown that the school have give away for free the tuitions for all of students. But there are some obstacle found on the process. Some of them is vertically communications between the implementator at school level to the implementator at regency level. The other one is the unprepared of implementator to understanding this new policy and the often of alteration of the rules makes the implementation process more difficult. On the implementation of this program the quality of the implementator and communication must be fixed and increased. The quality of the implementator can be raised up by a training and comparing the implementation between one school to the others. For the coordination obstacle can be fixed by increasing the socialization process at the regency level and always observes and controlling the implementation at school level to decrease the implementator of bending the rules on the process.
