The work at the Department of Transportation often faces heavy and complex workloads. This workload increases along with the demands of increasingly varied tasks, including traffic management, maintenance of transportation facilities and infrastructure, and field supervision. Given the complexity and high risk of work in the Department of Transportation, a study is needed to develop a more accurate and fair Employee Income Supplement (TPP) model.

This research aims to develop a TPP model to improve the performance achievements of civil servants at the Department of Transportation of Magetan Regency. Additionally, it aims to calculate and compare the value of the Employee Income Supplement (TPP) as a basis for recommending a more systematic and accurate TPP policy proposal according to field conditions. The TPP model is designed with reference to the Magetan Regent Regulation Number 20 of 2022. These four aspects consist of workload, work performance, working conditions, and the rarity of the profession.

Based on the calculation and comparison between the existing TPP value and the proposed TPP, there is an increase of 52% compared to the existing TPP. This is because the proposed TPP not only considers the class and position aspects but also the daily activities of each civil servant. For instance, there is a 43% increase in the workload TPP, a 51% increase in the work performance TPP, a 106% increase in the working conditions TPP, and a 100% increase in the rarity of the profession TPP. With this structured TPP calculation model, it is expected to be a basis for realizing employee performance monitoring to continuously perform optimally in order to obtain the highest TPP, which will impact the optimal performance achievement of the organization.
