Public policy consists of various stages in the process of creating a public policy. This stage begins with the process of setting the policy agenda or commonly referred to as Policy Agenda Setting. Agenda Setting in this case allows the effect of influencing public opinion or opinion that not only pays attention to the news that is prioritized but also studies how much importance the way the media prioritizes the news topicThis research uses a qualitative approach. News about transwomen in Indonesia was chosen referring to data obtained through Google Trends. Where in Indonesia the keywords “Transgender”, “Transwomen”, and “Waria” began to rise in prestige or like to be discussed by the public. Results and discussion. In 2014 and 2018, it was noted that the topic of transgender in Indonesia was the highest of all years. In the problem stream, transgender women in Indonesia face various challenges related to discrimination, violence, and administrative difficulties. Statistics on transgender women that often appear in the media show injustices, such as denial of BPJS claims or difficulties in obtaining legal identity documents. In the political stream, transgender women in Indonesia face strong resistance from major political parties, especially those dominated by conservative groups that oppose LGBT rights, In the policy stream, although there are some proposals or initiatives from advocacy groups that support transgender rights, existing policies are still very limited. These proposals are hampered by the lack of attention and in-depth understanding of the needs of transwomen from the government.
