×
The Pameue–Genting Gerbang road serves as a vital connection between Geumpang District and Takengon City, with significant potential to enhance the local economic sector. The road is currently unpaved with a soil-aggregate layer and is in "very poor" condition, indicated by an Unpaved Roads Condition Index (UPCI) of 15.61. This condition may hinder economic development in the region if not properly addressed. However, limited funding and resources pose major challenges in determining the optimal infrastructure intervention.

This study aims to conduct a life cycle cost analysis by comparing three alternative treatments: restoring the unpaved road to a maintainable condition; upgrading to a flexible pavement; and upgrading to a rigid pavement. The Life Cycle Cost Analysis (LCCA) method is used to calculate agency costs (construction and maintenance) and user costs (vehicle operating costs). The design alternatives were developed based on the 2024 MDPJ standards, with a 40-year analysis period. Vehicle operating costs were calculated using the N.D. Lea method.

For the unpaved road alternative, the structural design includes a 100 mm surface course (aggregate), a 200 mm base course, and 150 mm selected fill. The flexible pavement alternative includes a 40 mm AC-WC surface course, a 200 mm base course (LFA Class A), a 150 mm sub-base course (LFA Class B), and 300 mm selected fill. The rigid pavement design consists of a 150 mm concrete slab surface course, a 125 mm lean concrete base course, a 200 mm sub-base course (LFA Class A), and 400 mm selected fill. The total life cycle costs calculated for the unpaved road, flexible pavement, and rigid pavement are IDR 140,385,833,738; IDR 123,629,414,778; and IDR 117,300,955,783, respectively.

The results indicate that upgrading to a rigid pavement yields the lowest life cycle cost compared to the other alternatives, making it the most economical solution to improve the quality of the Pameue–Genting Gerbang road in Aceh. Future studies may further develop this research by incorporating social and environmental aspects, as well as traffic growth projections, to support more sustainable infrastructure planning and decision-making.
