Saudi Arabia is known as a conservative country that strictly implements Islamic Sharia law, including prohibiting foreign culture such as Valentine's Day celebrations. However, since the launch of Arab Vision 2030 by Crown Prince Mohammed bin Salman, there has been a wave of significant social and cultural reforms that have opened up space for the inclusion of global culture, including Valentine's Day. This research aims to describe the condition of Saudi Arabian society before transformation, analyze the process of socio-cultural change during the implementation of this vision, and explain the condition of society after Valentine's celebrations were accepted as part of social and economic life. The problem formulation in this research includes: (1) what was the condition of Saudi Arabian society before the cultural transformation regarding Valentine's celebrations, (2) what was the process of socio-cultural change that occurred during the implementation of Arab Vision 2030, and (3) what was the condition of society after Valentine's was widely accepted. To answer the problem formulation, this research uses Kurt Lewin's theory of social change (unfreezing, changing, refreezing) with a qualitative descriptive method through a literature study approach. Data was collected from primary and secondary sources such as journal articles, online news, and social media, then analyzed using data reduction techniques, data presentation, and drawing conclusions in the style of Miles and Huberman. The results of the research show that at the unfreezing stage, the people of Saudi Arabia firmly rejected Valentine's celebrations because they were considered to be contrary to Islamic values. In the changing stage, policy changes and more moderate social discourse influence public perceptions of the celebration. Then, in the refreezing stage, Valentine's celebrations were widely accepted, especially by the younger generation in urban areas, and even became part of new social dynamics and economic opportunities. This research proves that state policy plays a major role in driving cultural transformation, even in a very conservative society like Saudi Arabia.
