× ABSTRAK Bapermaskin merupakan lembaga kemasyarakatan yang berfungsi untuk memperkuat kekuasaan atau keberdayaan kelompok lemah dalam masyarakat. Salah satu Program Bapermaskin adalah program TMMD (TNI Manunggal Membangun Desa. Penelitian ini bertujuan untuk mengetahui kinerja Bapermaskin Kabupaten Boyolali dalam kegiatan menyalurkan bantuan kepada masyarakat miskin melalui program TMMD. Kinerja Bapermaskin Kabupaten Boyolali dalam kegiatan menyalurkan bantuan kepada masyarakat miskin melalui program TMMD diukur dari tiga indikator, yaitu : responsibilitas, transparansi, dan akuntabilitas organisasi. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data yang dilakukan melalui wawancara dan telaah dokumen. Validitas data dilakukan dengan cara trianggulasi sumber, dan data di analisis menggunakan teknik analisis interaktif. Hasil penelitian menunjukkan bahwa kinerja Bapermaskin dalam kegiatan penyaluran bantuan pada masyarakat miskin melalui program TMMD dapat dikatakan sudah baik. Responsibilitas dilihat dari pelaksanaan kegiatan yang sudah sesuai dengan peraturan yang berlaku yaitu sesuai dengan Peraturan Bupati Kabupaten Boyolali Nomor 06 Tahun 2008. Transparansi dilihat dalam pelaksanaan program TMMD yang sudah dilaksanakan secara transparan. Program TMMD di sosialisasikan melalui berbagai pertemuan kelompok masyarakat serta melalui pertemuan khusus dengan mengundang warga ke Balai Desa. Akuntabilitas dinilai dari pelaksanaan setiap kegiatan yang sesuai dengan rencana kerja, dan pada akhir tahun dipertanggungjawabkan melalui laporan akuntabilitas kinerja instansi pemerintah (LAKIP) kepada Bupati Boyolali. ABSTRAC Bapermaskin of Boyolali district is a civic institution that serves to strengthen the power or empowerment of weaker groups in society, including individuals who experience problems of poverty and refers to any condition or results to be achieved by a social change, namely the poor who are powerless, have the power or have knowledge and the ability to meet the needs of life, whether that be physical, economic, and social as well as having self-confidence, able to convey the aspirations, have a livelihood, to participate in social activities, and independent in carrying out the tasks of life. Purpose of this study is to determine the performance Bapermaskin of Boyolali in empowering communities and reducing poverty throughout the community of Boyolali The performance of Boyolali Bapermaskin in empowering communities and tackling poverty is measured by three indicators, namely responsibility, transparency, accountability organizations. This research is a qualitative descriptive study. As for the data collection method used is the form of observations, interviews, and documentation. Validity of data obtained by triangulation of sources, while the technique of data analysis using interactive analysis techniques. Based on the results of research conducted, regarding the performance Bapermaskin of Boyolali in an effort to overcome poverty by three indicators responsibility, transparency, and accountability can be said is good. This is based of the three indicators used by the authors to see the performance Bapermaskin of Boyolali in empowering communities and tackling poverty. Responsibility in Bapermaskin of Boyolali already be quite good. This can be seen from Bapermaskin Boyolali in carrying out its duties in compliance with applicable regulations are in accordance with Rule of Boyolali Regent Number 06 of the Year in 2008. In the regulation has been cleared the rules in providing assistance to communities in need. Transparency in Bapermaskin of Boyolali can be seen with the socialization of its programs to the public was submitted by the parties concerned such as, community leaders, Kader Pemberdayaan Masyarakat (KPM) of villages through Musrenbang (Musyawarah Rencana Pembangunan), so they can know the programs of Government and can provide inputs which relating to the development and empowerment of the poor. Accountability in Bapermaskin of Boyolali in its performance can be quite good already, because any activities that are conducted in accordance with work plans, at the end of the year shall make a report of performance accountability of government institutions (LAKIP) to the Regent. So that accountability in community empowerment and poverty alleviation in Boyolali is Regent, because Bapermaskin is part of the unity government work in Boyolali so that accountability will be automatically directed to the mayor as the Regional Head
