Abstrak : The purpose of this research is to improve: (1) the quality of the learning process of speed reading class XI IPA 4 SMA Negeri 2 Ngawi through the application of "Skipping Technique", and (2) the quality of the learning speed reading student XI IPA '4 SMA Negeri 2 Ngawi through the application "Skipping Technique." This study uses qualitative research approach with classroom action research strategy (PTK). The subject of this research is Indonesian teachers and students of class XI IPA 4 SMA Negeri 2 Ngawi by 31 students. Source of data used: (1) informant, namely Indonesian teachers and students of class XI IPA 4 SMA Negeri 2 Ngawi, (2) events, namely teaching and learning processes that happen fast read and attitudes of teachers and students in the learning activities, and ( 3) data or documents, in the form of Learning Implementation Plan (RPP) made by the researcher and teacher, list the value of the test results prasiklus, cycles. Data collection techniques in this study using nontes techniques and tests. Assessment was done by using nontes primarily to obtain information berkaiatan with affective and psychomotor behavior. Mechanical tests are used to measure the cognitive. Relation to this research, the testing techniques used to determine the speed reading ability of students. Techniques used nontes used in this study among other techniques: (1) interviews, (2) observations / observations, and (3) questionnaire. Test the validity of the data used are: (data triangulation), (2) triangulation method, (3) theory triangulation, and (4) review of informants. The procedure of this study include (1) planning, (2) action, (3) observation, and (4) reflection. The four steps are repeated and continuing until 3 cycles. The results of this study are as follows: (1) increase students' enthusiasm and liveliness when learning progress, (2) speed reading skills characterized by increased speed of reading, the percentage content of reading comprehension, and increase in KEM. Prasiklus read speed of 200.19 KPM increased to 299.58, an understanding of the 54.51 percentage increased to 82.25, and Effective Speed Reading (KEM) from 110.59 KPM increased to 245, 43 KPM (3) The speed reading also increases with reading ability, ie from an average of 57.7 at the time prasiklus be 80.1 (4) decrease the bad habit of reading.
