Analisis kemandirian keuangan daerah dan pengaruhnya terhadap pertumbuhan ekonomi di Kabupaten Pati tahun 2000-2009

× Tujuan penelitian ini adalah: 1) Mengetahui tingkat kemandirian daerah Kabupaten Pati terhadap pelaksanaan Otonomi Daerah jika diukur dengan rasio kemandirian daerah dengan pola hubungan antara Pemerintah Pusat dan Pemerintah Daerah. 2) Untuk mengetahui apakah Derajat Desentralisasi Fiskal, Upaya Fiskal, Kebutuhan Fiskal Daerah Kabupaten Pati berpengaruh terhadap pertumbuhan PDRB Kabupaten Pati. Sehubungan dengan hal itu diajukan hipotesis 1) Kabupaten Pati diduga belum mandiri secara keuangan dalam membiayai penyelenggaraan Otonomi Daerah bila di ukur dengan Rasio Kemandirian dan pola hubungannya antara Pemerintah Pusat dan Pemerintah daerah. 2) Diduga ada pengaruh yang signifikan antara variabel Derajat Desentralisasi Fiskal, Upaya Fiskal, Kebutuhan Fiskal Daerah Kabupaten Pati terhadap pertumbuhan PDRB Kabupaten Pati. Penelitian ini merupakan penelitian yang bersifat kuantitatif dan deskriptif. Penelitian ini merupakan studi mengenai Derajat Desentralisasi Fiskal, Kebutuhan Fiskal, Kapasitas Fiskal, Upaya fiskal, Derajat Otonomi Fiskal, Posisi Fiskal serta pengaruhnya terhadap pertumbuhan PDRB Analisis data yang dilakukan dengan Metode Regresi Kuadrat Terkecil/OLS (ordinary least square) dengan bantuan program komputer Eviews4. Data yang digunakan dalam penelitian ini adalah data sekunder dengan runtut waktu 2000-2009. Data sekunder ini diperoleh dari Badan Pusat Statistik, Bappeda Kabupaten Pati serta instansi-instansi yang terkait dalam penelitian ini. Hasil analisis menunjukkan bahwa dari perhitungan t dan F hitung dapat diketahui bahwa variabel Derajat Desentralisasi Fiskal berpengaruh positif tidak signifikan secara statistik terhadap pertumbuhan PDRB di Kabupaten Pati. Variabel Upaya Fiskal, Kebutuhan Fiskal, Kapasitas Fiskal berpengaruh positif dan signifikan secara statistik terhadap pertumbuhan PDRB di Kabupaten Pati. Secara bersama-sama variabel independen (derajat desentralisasi fiskal, upaya fiskal, kebutuhan fiskal, dan upaya fiskal) berpengaruh signifikan secara statistik terhadap variabel dependen (pertumbuhan PDRB Kabupaten Pati) Berdasarkan hasil kesimpulan diajukan beberapa saran yaitu : 1)Mengoptimalkan potensi daerah yang ada untuk meningkatkan PAD, 2)Menyusun program kebijakan dan strategi pengembangan serta menggali objek pungutan pajak baru yang potensial, 3) Mengoptimalkan pemungutan pajak dan retribusi sesuai dengan potensi objektif berdasarkan Perda yang berlaku, 4)Mengadakan studi banding ke daerah lain untuk mendapatkan informasi dan bahan referensi mengenai sumber-sumber PAD dan pengelolaannya The aims of this study are: 1) to find out the regional independency level of Pati Regency to the administration of the Regional Autonomy, which is measured by the ratio of the regional independency with the relational pattern between the Central Government and the Regional Government. 2) to find out whether the Fiscal Decentralization Degree, the Fiscal Efforts, the Regional Fiscal Needs of Pati Regency, give influence to the growth of PDRB in Pati Regency. Related to these matters, it is proposed hypothesis: 1) It is estimated that Pati Regency has not been independent in its finance in funding the administration of Regional Autonomy, if it is measured by the Ratio of the Independency and its relational pattern between the Central Government and the Regional Government. 2) It is estimated that there is a significant effect among the Fiscal Decentralization Degree, the Fiscal Effort, the Regional Fiscal Needs of Pati Regency variables to the Growth of PDRB in Pati Regency. This study is a quantitative and descriptive study. It is a study on the Fiscal Decentralization Degree, the Fiscal Needs, the Fiscal Capacity, the Fiscal Effort, the Fiscal Autonomy Degree, the Fiscal Position, and its influence to the Growth of PDRB. The data analysis is done by the Ordinary Least Square (OLS) with the assistance of Eviews4 computer program. The Data used in this study is secondary data with a time series of 2000 – 2009. This secondary data is collected from the Central Bureau of Statistics, the Agency of Regional Development of Pati Regency, and other related instances. The result of this study shows that from the calculation of t and F, it can be seen that the Fiscal Decentralization Degree variable gives an insignificant positive effect statistically to the growth of PDRB in Pati Regency. The Fiscal Effort, the Fiscal Needs, and the Fiscal Capacity variables give a positive and significant effect statistically to the growth of PDRB in Pati Regency. Simultaneously, the independent variables (the Fiscal Decentralization Degree, the Fiscal Efforts, the Fiscal Needs, and the Fiscal Efforts) give a significant effect statistically to the dependent variable (the growth of PDRB of Pati Regency). Based on the conclusion of this study, it is proposed some suggestions: 1) To maximize the existing regional potential to increase the PAD, 2) To arrange a policy and development strategy program, and to explore a potential new tax levied, 3) To maximize the tax levied and toll, in appropriate with the Regional Regulation, 4) Organizing a comparative study to other regions in order to get some information and reference sources on PAD and its management.
