×Pelayanan administrasi kependudukan merupakan bentuk pelayanan
publik yang harus dilakukan pemerintah untuk menciptakan tertib administrasi
kependudukan. Tujuan dari penelitian ini adalah untuk mengetahui kinerja Dinas
Kependudukan dan Pencatatan Sipil (Dispendukcapil) Kabupaten Sukoharjo
dalam pelayanan administrasi kependudukan. Jenis penelitian ini adalah penelitian
deskriptif kualitatif. Sumber data penelitian ini adalah informan yang ditentukan
secara purposif, serta dokumen terkait dan hasil observasi. Teknik pengumpulan
data dilakukan dengan wawancara, observasi, dan telaah dokumen. Validasi data
dilakukan dengan menggunakan model triangulasi sumber. Data yang diperoleh
dianalisis dengan analisis interaktif dengan melakukan reduksi data, penyajian
data, dan penarikan kesimpulan.
Pengukuran kinerja Dispendukcapil Kabupaten Sukoharjo dalam
pelayanan administrasi kependudukan pada penelitian ini dilakukan dengan
menggunakan tiga indikator, yaitu 1) responsivitas, 2) responsibilitas, dan 3)
akuntabilitas. Hasil penelitian ini menunjukkan bahwa kinerja Dispendukcapil
Kabupaten Sukoharjo cukup baik. Hal ini berdasar pada hasil temuan pada
masing-masing indikator yang juga menunjukkan capaian yang cukup baik.
Indikator responsivitas ditunjukkan dengan pengenalan kebutuhan masyarakat,
pengembangan program, dan daya tanggap yang sudah dilakukan dengan baik.
Indikator responsibilitas ditunjukkan dengan kesesuaian pelayanan dengan
ketentuan yang berlaku serta penerapan prinsip kesatuan perintah dan prinsip
pembagian kerja. Indikator akuntabilitas ditunjukkan dengan kepatuhan terhadap
atasan yang diwujudkan dalam pelaporan periodik. Namun pertanggungjawaban
terhadap masyarakat belum dilakukan, hanya sebatas pelaksanaan sosialisasi
program baru
The population administration service is one of the public service that
should be provided by the government to proper documenting the population
administration. The purpose of this study was to determine the performance of the
Population and Civil Registration Department (Dispendukcapil) of Sukoharjo
District in the population administration services. The type of this research is a
qualitative descriptive study. The data sources of the study is the informants
choosen purposively as well as all related documents and the result of the
observations performed. Data was colloected through interviews, observation, and
document review. The data derived was validated using the model of triangulation
of the source. Data analysis performed was the interactive analysis performing
data reduction, data display, and drawing conclusions.
The performance of the Population and Civil Registration Department
of Sukoharjo District in the population administration services in this study was
measure using three indicators: 1) responsiveness, 2) responsibility, and 3)
accountability. The results of this study indicate that the performance of
Dispendukcapil of Sukoharjo District in the population administration services
can be classified good enough. This findings is based on the result of each
indicator measured that also indicates a fairly good performance. The indicators of
responsiveness was shown by the understanding of the community needs,
program development, and normative action indicating responsiveness to society.
The indicators of responsibility was demonstrated by the compliance of the
service with the rules as well as the application of unity of command and the
division of labor priciple. The indicators of accountability was performed by the
obedience to the top level responsibilities government indicated by the report
submitted periodically (monthly, quarterly, yearly). However, in term of
accountability to society, Dispendukcapil of Sukoharjo District has only
performed a sosialisation of a new program
