× The purpose of this research isto know the problems caused by the transfer of land and building taxes and to find out the actions taken by the tax collector in the discharge of this duties. According to interview technique by the tax collector, observation in the reality and literature by the documents. Analysis performed in the office of DPPKA of Surakarta. The result of the research are on transactional PBB-P2 is not only problems that arise but problems quality and quantity human resources, the legal umbrella, tissue banking, a database, facilities and infrastructures, and funding. The conclusion of this research are stil found taxpayers don’t yet knoe the payment of PBB-P2 have cahnged to the bank pointed by DPPKA, in this context is Jeteng bank. Collection independetnly by the region will need a large as publishing SPPT and proachive service. And yet he said the data provided by the Directorate General of Taxation in terms of NJOP. But it is very important to take the PBB-P2 and yet the presence of experts, such as supervisors and clerks. Based on the result of research, the researcher give some suggestion are The government should accelerate the Surakarta in making rules about rule of law technical implementation activities as a guide/reference steps activities for the preparation of the PBB-P2. The DPPKA should be active in conducting dissemination of PBB-P2 from delivery until payment SPPT. Tthe management of the PBB-P2 should be improved in terms of quantity; and quality of human resources, as well as the infrastructure and facilities needed by the DPPKA.
