× This research were aimed to find out what attempts the Industry and Trade Service does in developing small- and medium-scale industry market as well as to find out the constraints in implementing the development program carried out by the government. This research was conducted by using interview and library study methods. The interview was conducted by asking for information and data from the Industry and Trade Service Office, while library study method was conducted by gathering information from books, documents as well as other literatures. Considering the result of research obtained, it could be found that the Surakarta City’s Industry and Trade Service had taken some measures relating to the small- and medium-scale industry development program. These included holding training activity, providing infrastructures and helping business capital loaning. Through these programs, the government expected that the small- and medium-scales industry business would develop more rapidly and would be competitive in both domestic and international markets. However, the salient problem in developing this program was that the craftsmen encountered constraint in the term of capitalization. Responding this problem, the Industry and Trade Service management should develop a scheme or mutual benefit agreement with the loan provider and the borrower. Thus, it could smooth the development of small- and medium-scale industry craftsmen in Surakarta area. Keywords: Small- and Medium-Scale Industry
