× This research is a classroom action research implementing outlining to improve the students‘ writing ability. The aims of this research identify (1) whether outline can improve the students‘ writing ability and (2) to describe the classroom situation when outlining activities are used in teaching and learning process of writing. The research was carriedout during the odd semester of 2013/2014 academic year in the second grade class of English Department of Nusantara PGRI Kediri University. The subject of the research was 2-C class consisting of 37 students. This was conducted in two cycles: the first cycle consists of three meetings and the two cycles consists of two meetings. The procedures of the research consist of planning the action, implementing the action, observing and monitoring the action, evaluating and reflecting the action. The data were collected quantitatively and qualitatively. To collect the quantitative data, the researcher used the students‘ result of pre-test and post-test. To collect the qualitative data, the researcher used the direct observation, questionnaire and interview, and field notes. The problems faced by the second grade students of 2-C are: (1) the difficulty on Grammar when the students had to compose their sentences into good paragraphs, (2) the students‘ difficulties on developing ideas, and (3) the difficulties of organizing ideas into a coherent paragraph. The research findings are described in line with the problem statements are: (1) outlining can improve the students‘ writing ability. It was indicated by the students‘ writing result in each indicator of post-test that was higher than pre-test score, and (2) the students were interested in outlining activities in the classroom and motivated to learn writing. Besides they showed positive response when outlining activites were used. The improvement of students‘ score in writing 3 was revealed in the test score in which the mean score improved from 64.30 (pre-test) to 70 (post-test of cycle 1). It improved more in post-test cycle 2 that showed the mean score of the students were 81.38. It was higher than the mean score in post-test cycle 1. Thus,outlining activities has been proved by the finding that it can improve the students‘ writing ability.
