× Tujuan dari penelitian ini adalah: (1) Untuk mengetahui implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro tahun pelajaran 2013/2014; (2) Untuk memahami faktor-faktor apa saja yang mempengaruhi efektivitas dalam implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro tahun pelajaran 2013/2014; (3) Untuk mengidentifikasi kendala atau permasalahan yang dihadapi dalam implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro tahun pelajaran 2013/2014; (4) Untuk mengetahui solusi bagaimana mengatasi permasalahan dalam implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro tahun pelajaran 2013/2014. Jenis penelitian yang dilakukan adalah penelitian kualitatif deskriptif. Strategi penelitian yang digunakan dalam penelitian ini adalah studi kasus tunggal terpancang, artinya hanya ada satu ruang lingkup lokasi penelitian yaitu pada SMP Negeri 3 Pracimantoro dan terpancang pada tujuan penelitian bahwa yang harus diteliti dibatasi pada aspek-aspek yang sudah dipilih sebelum melaksanakan penelitian. Sumber data diperoleh dari informan, lokasi/tempat penelitian, dan dokumen serta arsip. Teknik pengambilan sampel dalam penelitian ini menggunakan teknik sampel bertujuan (purposive sampling) dan bola salju (snowball sampling). Sedangkan teknik pengumpulan data adalah wawancara, observasi dan analisis dokumen. Validitas data yang digunakan yaitu triangulasi sumber dan triangulasi metode. Sedangkan analisis data yang digunakan yaitu model analisis interaktif. Berdasarkan hasil data penelitian dapat diperoleh kesimpulan sebagai berikut: (1) Dalam Implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro ada beberapa tahapan yang dilaksanakan oleh pihak sekolah yaitu perencanaan, pelaksanaan, pengawasan dan evaluasi serta pelaporan; (2) Faktor-Faktor yang mempengaruhi efektifitas implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro mengacu pada Rencana Anggaran dan Pendapatan Belanja Sekolah (RAPBS) dan Petunjuk Teknis BOS (Juknis); (3) Kendala-Kendala yang dihadapi dalam implementasi dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro yaitu kendala intern dan kendala ekstern. Kendala Intern meliputi: a) Belanja pegawai dibatasi maksimal 20% dari keseluruhan penerimaan BOS; b) Banyaknya kegiatan siswa yang didanai dari BOS sehingga dana belum mencukupi; c) Penerimaan dana pendamping BOS belum memadai untuk kebutuhan setahun; d) Banyaknya kegiatan peningkatan mutu guru seperti diklat, workshop, bintek, seminar sehingga alokasi dana BOS belum mencukupi. Kendala Ekstern meliputi: a) Biaya perawatan gedung dan jalan sangat tinggi karena kondisi geografis yang labil; b) Kondisi sosial ekonomi orang tua masih lemah; c) Sarana pendukung belajar di ruang kelas masih kurang; d) Output nilai Ujian Akhir Semester Berstandar Nasional Sekolah Dasar masih rendah; (4) Solusi untuk mengatasi permasalahan dalam Implementasi Dana Bantuan Operasional Sekolah di SMP Negeri 3 Pracimantoro terdiri dari solusi kendala intern dan solusi kendala ekstern. Solusi kendala intern mencakup: a) Presentase belanja pegawai pada program BOS ditambah; b) Sekolah diperbolehkan menerima sumbangan sukarela dari orangtua siswa; c) Dana pendamping BOS ditambah; d) Kegiatan peningkatan mutu guru dibatasi atau dibiayai pribadi guru sendiri. Solusi kendala ekstern mencakup: a) Perlu bantuan DAK atau blockgrant setiap tahun; b) Pemerintah membuka lapangan kerja dan bantuan peningkatan ekonomi produktif bagi rakyat miskin; c) Perlu bantuan dana khusus untuk pengadaan sarana pembelajaran dikelas; d) Perlu peningkatan mutu pendidikan di tingkat Sekolah Dasar. Kata Kunci : Implementasi, Dana Bantuan Operasional Sekolah The purposes of this research are (1) to find out the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro in academic year 2013/2014; (2) to understand the affecting factors of the effectiveness of the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro in academic year 2013/2014; (3) to identify constraints and problems faced in the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro in academic year 2013/2014; and (4) to find out the solution of the problems in the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro in academic year 2013/2014. This research used a descriptive qualitative research. The research strategy employed in this study was a single embedded case study, meaning that there was only one research location, State of Junior High School 3 Pracimantoro, and embedded in the research objective in which the object of study limited to the aspects selected before the research. The data source derived from informant, location, and document and archive. The sampling techniques used in this research were purposive sampling and snowball sampling ones. Meanwhile, techniques of collecting data used were interview, observation, and document analysis. The data validation was done using source and method triangulations. Technique of analyzing data employed was an interactive model of analysis. Considering the result of research, the following conclusions could be drawn. (1) In the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro, there were some procedures taken by the school: planning, acting, supervising, evaluating, and reporting. (2) The Factors affecting the effectiveness of the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro referred to the School Budget and Expenditure Income Budget (RAPBS) and BOS Technical Instruction (Juknis). (3) The constraints faced in the implementation of School Operational Grant in State of Junior High School 3 Pracimantoro included internal and external ones. Internal constraints included: a) employee expenditure was limited to maximum 20% of total BOS revenue; b) many student activities funded by BOS so that the fund had not been adequate yet; c) BOS supplementary fund revenue has not been adequate for a year need; d) The activities to improve the quality of teacher such as short course, workshop, technical guide, seminar and BOS fund allocation had not been adequate. The external constraints included: a) Building and road maintenance costs were very high because of labile geographical condition; b)weak social economic condition of parents; c) inadequate learning supporting media in classroom; d) low output of National Standardized Semester Final Examination Score for Elementary School. (4) The solution to deal with the problems in the implementation of School Operational Grant in SMP Negeri 3 Pracimantoro consisted of the solution for internal and the one for external constraints. Solutions to internal constraints were: a) percentage employee expenditure in BOS program should be increased; b) the school was allowed to receive voluntary contribution from students’ parent; c) BOS supplementary fund was increased; d) the activity of improving the teacher quality was limited to or funded with personal fund from the teacher. The solution to external constraints included: a) DAK or blockgrant was required annually; b) the government should open job opportunities and provide productive economic improvement for the poor; c) there should be a special fund aid for procuring the learning media in classroom; d) there should be an improvement of education quality at Elementary School level.
