This research used Simulation-based Analytic Hierarchy Process (AHP). The data were collected from owner and companies in Ghat, Libya. The model was implemented to the collected data, which showed robust results based on the collected data of the project of 3000 Houses in Ghat. The priorities according to the analysis of hierarchical (AHP) were from the questioners. The most important problem in the project was management conditions, which ranked first at 0.470. The next was project conditions which ranked at 0.370. The last was environmental conditions which ranked at 0.160. This result was based on real case study of the projects. In the result of management problem, payment delay, time to make decision and productivity uncertainty of labor were big problems. The project conditions were the second problem from the project. In the result of project conditions, material availability was the biggest problem. The environmental condition was the third problem from the project. Labor strike and shortage of human resources were the largest problems from environmental conditions.
