Abstract

This second year research was the implementation of the model obtained in the first year wich purpose: (1) to understand the impact of the establishment of many hair factories built in Purbalingga regency which absorb thousands of women labour to the existence of their family

And to promote family empowerment programs are integrated and sustainable, (2) to increase the competence of family planning extension agent in family planning conseling with gender-perspective, and (3) to increase the competence of family planning social workers in family planning conseling with gender-perspective.  The target of this research were: (1) policy makers related to family empowerment program in the Regency Purbalingga, (2) family planning extension agent and family planning cadres. Strategy for achieving the first goal was sharing and discussion activities, while strategy for the second and third one were presentation and discussion. It was concluded that: (1) not all policy makers understand about the fenomenon of shifting of gender role in family and the increase of divorce and there was not  integrated program in family empowerment, (2) the mastery of family planning extension agent and the family planning cadres were needs to be increased, particularly in technical matter
