ABSTRAK
Penelitian ini bertujuan untuk menguji pengaruh karakteristik pemerintah daerah terhadap kinerja keuangan pemerintah daerah. Penelitian ini difokuskan pada pertumbuhan Pendapatan Asli Daerah (PAD), sedangkan karakteristik pemerintah daerah diproksikan dengan Ukuran Pemerintah Daerah (Size), Jumlah SKPD, Belanja Daerah, dan Status Daerah. Obyek penelitian adalah kota/kabupaten di Jawa Timur . Teknik penentuan sampling adalah Judgement Sampling, Sampel seluruhnya diambil dari 38 kota/kabupaten di Jawa Timur selama 2010-2011 mengunakan LKPD kota/kabupaten dari Laporan Hasil Pemeriksaan BPK. Teknik pengujian hipotesa  menggunakan analisis regresi berganda.
Hasil uji F menunjukan bahwa secara simultan semua variabel independen berpengaruh terhadap Pertumbuhan PAD. Berdasarkan hasil uji t dapat disimpulkan bahwa Ukuran Pemerintah Daerah, Belanja Daerah dan Status Daerah berpengaruh positif, sedangkan Jumlah SKPD tidak berpengaruh terhadap Pertumbuhan PAD Pemerintah Daerah. Pendapatan Asli Daerah (PAD) merupakan sumber pendanaan penting bagi pemerintah daerah untuk melaksanakan kegiatan pembangunan. Ukuran Pemerintah Daerah, Belanja Daerah dan status daerah yang tinggi juga mempengaruhi Pertumbuhan PAD pemerintah daerah. Jumlah SKPD yang besar belum menjamin pada Pertumbuhan PAD pemerintah daerah yang bagus, hal ini bisa saja dipengaruhi oleh tahapan pelaporan sesuai SAP yang tidak dipatuhi ataupun terkait kurang maksimalnya pelayanan yang diberikan pada masyarakat

ABSTRACT
This study aimed to examine the effect of the characteristics of the local government on the financial performance of local governments. This study focused on the growth of revenue (PAD), while the characteristics of the local government is proxied by the Local Government Size (Size), Total SKPDs, Shopping Area, and Regional status. The research object is the city / county in East Java. Determination of the sampling technique is Judgment Sampling, sample entirely taken from 38 cities / districts in East Java during 2010-2011 using LKPD city / county of Audit Reports CPC. Hypothesis testing techniques using multiple regression analysis.
F test results showed that simultaneously all independent variables affect the revenue growth. Based on the results of the t test can be concluded that the size of the Local Government, Local Shopping and Status as a positive influence, while Total SKPDs not affect the Local Government revenue growth. Revenue (PAD) is an important source of funding for local governments to carry out development activities. Size of Local Government, Local Shopping and areas of high status also affects the growth of local government revenue. SKPDs large amount does not guarantee the growth of local government revenue nice, it could have been influenced by the appropriate SAP reporting stages are not complied or maximal related services provided to the community
