ABSTRAK
Relokasi permukiman merupakan salah satu metode penanganan permasalahan permukiman perkotaan yang memiliki tujuan besar terhadap keberlanjutan kehidupan komunitas masyarakat yang terlibat di dalamnya. Oleh karenanya pelaksanaan relokasi permukiman mencakup tahap perencanaan hingga pasca huni permukiman harus memerhatikan berbagai prinsip dasar. Pada pelaksanaannya, banyak kegiatan relokasi yang tidak memperhatikan prinsip dasar dalam relokasi permukiman, sehingga kegiatan relokasi hanya memunculkan masalah baru di lokasi pemindahan. Oleh karena itu, diperlukan kajian mengenai faktor – faktor keberhasilan relokasi permukiman agar kegiatan relokasi permukiman di masa mendatang memerhatikan prinsip dasar sehingga diharapkan dapat memberikan kehidupan yang lebih layak di lokasi pemindahan. Pemerintah Kota Surakarta telah memulai kegiatan relokasi permukiman sejak tahun 2008. Kelurahan Mojosongo Kota Surakarta menjadi lokasi tujuan relokasi permukiman bantaran Sungai Bengawan Solo pasca bencana banjir tahun 2007 yang merusak sebagian besar tatanan permukiman di bantaran sungai. Pelaksanaan relokasi di mulai pada tahun 2008 dengan melibatkan kerja sama berbagai pihak termasuk pemerintah setempat hingga pihak swasta. Relokasi permukiman bantaran Sungai Bengawan Solo menjadi proyek percontohan bagi kegiatan relokasi permukiman di Indonesia. Meskipun demikian, kegiatan relokasi permukiman bantaran Sungai Bengawan Solo belum memberikan banyak perubahan bagi warga relokasi selama 7 tahun ini. Penelitian ini dilakukan dengan menggunakan metode penelitian deskriptif untuk mengetahui karakteristik permukiman relokasi dan faktor keberhasilan relokasi permukiman di Kelurahan Mojosongo. Karakteristik permukiman relokasi dan faktor keberhasilan relokasi permukiman diperoleh dari hasil analisis terhadap lokasi permukiman, aksesibiltas pelayanan, ketersediaan sarana dan prasarana, kondisi bangunan tempat tinggal, peluang usaha, kompensasi, keterikatan antar masyarakat, keberlanjutan spiritual budaya masyarakat, dan partisipasi masyarakat. Untuk mengetahui faktor – faktor keberhasilan relokasi permukiman, maka dilakukan analisis dengan metode deskriptif kuantitatif dengan menggunakan metode perbandingan eksponensial dengan melihat skoring tiap variabel faktor keberhasilan relokasi permukiman sehingga didapatkan faktor dominan dalam perumusan faktor keberhasilan. Secara umum, permukiman relokasi mampu menawarkan kondisi penghidupan yang lebih baik di lokasi pemindahan. Meski demikian, sebagian besar warga relokasi permukiman di Kelurahan Mojosongo menganggap bahwa jarak lokasi pemindahan yang jauh dengan pusat kota dan kemudahan transportasi dapat ditinjau ulang oleh pemerintah sebagai pelaksana program. ABSTRACT Resettlements is one method for handling the problems of urban settlements that have big goals for the sustainability of the lives of communities that are involved in it. Therefore, the implementation of the re settlements include the planning stages to post-inhabited settlements should be noticed that the basic principles. In practice, many activities which do not pay attention to the relocation of the basic principles of the resettlements, so the relocation activities only lead to new problems in the relocation site. Therefore, it is necessary to study factors that lead to successfull resettlements so settlement activity in the future relocation notice a basic principle which is expected to provide a better life in displacement locations. Surakarta Government has commenced the relocation of settlements since 2008. Village Chief Mojosongo Surakarta be a relocation destination settlement banks of the Solo River after the floods of 2007 that destroyed most of the order of settlement on the banks of the river. The implementation of the relocation began in 2008 with the cooperation of various parties involved, including the local government to the private sector. Relocation settlement banks of the Solo River as a pilot project for the relocation settlement activities in Indonesia. Nevertheless, settlement relocation activities Bengawan Solo river bank has not given a lot of changes for the citizens of relocation for 7 years. Research was conducted by using descriptive research method to determine the characteristics and success factors of resettlements in the Village Chief Mojosongo. Characteristics of settlement relocation and success factors relocation of settlements obtained from the analysis of residential location, accessibility of services, the availability of facilities and infrastructure, the condition of residential buildings, business opportunities, compensation, inter-community engagement, sustainability spiritual culture, and community participation. To determine factors - success factors relocation of settlements, then performed the analysis with quantitative descriptive method using exponential comparison method by looking at the scoring of each variable success factors relocating settlements to obtain the dominant factor in the formulation of the success factors. In general, resettlements is able to offer a better livelihood conditions in resettlement sites. Nevertheless, the majority of residents relocating settlements in the Village Mojosongo assume that the displacement distance remote location with the city center and the ease of transportation can be reviewed by the government as the implementers of the program.
