ABSTRAK
Penelitian ini bertujuan untuk mengetahui: 1) Pengembangan modul berbasis P2OEW, 2) Kelayakan modul berbasis P2OEW, dan 3) Keefektifan modul berbasis P2OEW pada materi pencemaran lingkungan kelas X SMA Negeri 7 Surakarta. Pengembangan modul berbasis P2OEW mengacu pada model research and developmen (R&D) dari Borg and Gall yang dimodifikasi meliputi langkah-langkah: 1) penelitian dan pengumpulan data, 2) perencanaan, 3) pengembangan produk awal, 4) uji coba produk awal, 5) revisi produk I, 6) uji coba lapangan terbatas, 7) revisi produk II, 8) uji lapangan operasional, dan 9) revisi produk akhir. Hasil penelitian yaitu: 1) Pengembangan modul berbasis P2OEW dilakukan dengan memperhatikan karakteristik model P2OEW, kurikulum 2013 dengan pendekatan saintifik, materi pencemaran lingkungan, dilengkapi dengan wacana dan lembar kegiatan siswa, 2) Modul berbasis P2OEW layak berdasarkan penilaian dari ahli modul memperoleh 3,25 dengan kategori baik, ahli perangkat memperoleh 3,60 dengan kategori sangat baik, ahli materi memperoleh 3,61 dengan kategori sangat baik, penilaian praktisi memperoleh 3,67 dengan kategori sangat baik, penilaian siswa memperoleh 3,47 dengan kategori baik dan 3) Modul berbasis P2OEW efektif dalam meningkatkan hasil belajar siswa berdasarkan nilai rerata pengetahuan kelas modul 78,54 dan kelas existing learning 69,74; nilai rerata sikap kelas modul 80,86 lebih baik daripada kelas existing learning 75,04 dalam sikap teliti, tanggung jawab, dan kerjasama; nilai rerata keterampilan kelas modul 80,96 dan kelas existing learning 75,74. Pengembangan modul berbasis P2OEW layak dan efektif untuk meningkatkan hasil belajar siswa.

ABSTRACT
The objective of this research are: 1) to development of P2OEW based learning module, 2) to investigate the feasibility of P2OEW based learning module, and 3) to investigate the effectiveness of P2OEW based learning module on the learning material of Pollution in grade X at State Senior Secondary School 7 of Surakarta.
This research used in Research And Development (R & D) which refers to the development of Borg & Gall model and which was modified into nine phases, namely: 1) research and informating collecting, 2) planning, 3) developmen prelimery form of product, 4) prelimery field testing, 5) main product revision, 6) main field testing, 7) operational product revision, 8) operational field testing, and 9) final produk revision.
The result of research are as follow: 1) development of module based on P2OEW conducted with respect to the characteristics of the model P2OEW, curriculum 2013 with scientific approach, environmental pollution materials, equipped with discourse and student activity sheets, 2) module based on P2OEW is feasible as indicated by the scores expert, content of the module expert give the score of 3.25 with good category, experts device give the score of 3.60 with excellent category, expert materials give the score of 3.61 with excellent category, expert practitioners give the score of 3.67 with excellent category, student give the score of 3,47 with good category, and 3) module based on P2OEW effective in improving out comes student learning result based on the average value of the knowledge at the module class 78,54 and the class of the existing learning 69,74; the average value of the module class 80,86 better than the existing learning class 75,04 in conscientious attitude, responsibility, and cooperation; the average value of the module class skills learning 80,96 and 75,74 of the existing classes. Development of P2OEW based learning module feasible and effective to improve learning result.
