ABSTRAK
Keputusan Rektor Universitas Sebelas Maret Surakarta (UNS) mengenai pedoman pengelolaan kampus ramah lingkungan (green campus) dan draft Peraturan Rektor UNS mengenai kebijakan transportasi di kampus merupakan wujud keseriusan UNS dalam mengatasi permasalahan transportasi di kampus. Hal ini sesuai dengan tujuan Kota Surakarta dalam mewujudkan transportasi yang berkelanjutan. Pemerintah Kota (Pemkot) Surakarta tengah mengembangkan bus umum yang berbasis BRT (bus rapid transit) yaitu Batik Solo Trans (BST).
Data penelitian dibagi menjadi 2 yaitu data primer dan sekunder. Data primer diperoleh dengan penyebaran kuisioner langsung kepada mahasiswa disetiap fakultas UNS sedangkan data sekunder diperoleh dari penelitian sebelumnya yang mendukung dan instansi-instansi yang terkait dengan BST koridor 1 seperti GIZ, Dinas Perhubungan danmanagemen PT. BST. Data yang terkumpul kemudian di analisis untuk mengetahui besarnya potensi demand yang akan berpengaruh terhadap penurunan nilai Biaya Operasional Kendaraan (BOK) BST koridor 1 berdasarkan metode Dephub dan mengetahui daya beli mahasiswa UNS dari kemampuan (Ability To Pay/ATP) dan kemauan (Willingness To Pay/WTP) untuk membayar tarif BST.
Hasil analisis data  menunjukkan tarif  berdasarkan BOK beli sebesar Rp. 4.450,3 dan BOK hibah sebesar Rp. 3.651,6. Nilai ATP sebesar Rp 2.916 dan nilai WTP sebesar Rp.2.524. Berdasarkan analisis diperoleh kesimpulan bahwa tarif yang berlaku saat ini yaitu Rp. 3.500,0 lebih besar daripada nilai ATP dan WTP mahasiswa UNS. Perlu adanya kerja sama antara UNS sebagai pemilik potensi demand dengan PT. DAMRI sebagai operator BST koridor 1. Kerja sama tersebut diharapkan dapat memunculkan tarif baru khusus mahasiswa UNS sehingga UNS mendapat keuntungan dengan berkurangnya penggunaan kendaraan bermotor dikampus dan PT. DAMRI memperoleh keuntungan dengan berkurangnya nilai BOK.

ABSTRACT
Based on the decision of the President of Sebelas Maret University, regarding to the management of the green campus guidelines and the president’s regulation draft regarding to the college’s transportation policy, is a form of serious movement of the faculty member in addressing the issue of transportation on campus. This movement is consistent with the purpose of the government policy  in realizing sustainable transportation in the region. The government of Surakarta is developing Batik Solo Trans (BST), a regular bus based on the BRT (bus rapid transit).
Research data are divided into two, primary and secondary data. Primary data are obtained by questionnaires directed to students in every UNS faculty while secondary data are obtained from previous research that supports the research and related institutes which associate with the BST corridor 1 such as GIZ, The Department of Transportation and The management of PT. BST. The collected data are then analyzed to determine the potential demand that will affect the decreasing of Vehicle Operating Costs (VOC) BST corridor 1 based on The Department of Transportation method and determining the of UNS faculty member based on ability (Ability To Pay/ATP) and willingness (Willingness To Pay / WTP) to pay the BST fare.
The results show that the rates based on VOC purchase is Rp. 4.450,3 and VOC grant is Rp. 3.651,6 ATP value of Rp. 2.916, and WTP value of Rp. 2.524. The results of the analysis show that the current rate of Rp. 3500,0 is greater than. The value of the UNS faculty member ATP and WTP. A cooperation between UNS as the owner of the potential demand and PT. DAMRI as BST corridor 1 operator is needed. The corporation is expected to bring a new special rate for the UNS’s faculty member so they can get a benefit of reduced motor vehicles use on campus and a reduced BOK value as a benefit for PT DAMRI.
